ניסוי ראשון מסוגו של צבא ארה"ב ליירט שני טילים בו זמנית בעזרת מערכת של טילים נגד טילים הוכתר היום (רביעי) בהצלחה בהוואי. מהנדסי הניסוי אומרים כי זו פעם ראשונה שמערכת ההגנה האמריקאית מפני טילים, מצליחה ליירט שני טילים באליסטיים בגובה של 161 ק"מ מעל האטומוספירה. הניסוי מוכיח לדברי יוזמיו, את יעילותה של המערכת בזמן אמת.

"האויב עלול לשגר אלינו או על בעל בריתנו יותר מטיל אחד בו זמנית", מסביר אדמירל הצי אלן היקס, מנהל תוכנית אאגיס באליסטיק מיסל דיפנס סיסטם(ABMDS). "לכן היכולת להתמודד עם יותר מטיל אחד מאוד חשובה לנו".

בניסוי נורו מעל סיפונה של אוניית הצי לייק ארי שני טילים שפגעו בשני טילים באליסטיים לטווח קצר, ששוגרו בהפרש של כמה דקות זה מזה, ממתקן ניסויים באי קואי בהוואי. ניסוי זה הוא המשך לניסוי באפריל שבו אוניית הצי יירטה טיל שיוט וטיל באליסטי. הניסוי שנערך אמש היה מורכב יותר כי הטילים הבאליסטיים ששימשו כמטרה נעו במהירות גבוהה יותר ובגובה רב יותר. זה הניסוי המוצלח ה-11 מתוך 13 שנעכו במערכת ה-ABMDS, לפי נתוני חברת לוקהיד מרטין שמנהלת את הפרויקט. אאגיס פותחה לפני 40 שנה כמערכת טילים משולבת ראדאר, עבור הצי. מאז היא עברה פיתוחים והתאמות כך שתאפשר לאוניות לעקוב אחרי טיל באליסטי וליירט אותו.

אני התמקד רק בעיקריות:

1.פלטפורמה ימית-יכולת הצבת המערכת כמעט בכל נקודה בעולם(כל עוד יש לך כמובן שליטה ימית באזור)מה שמאפשר לך ליירט בקלות רבה יותר מטרות.

יכולות מבצעיות רבות יותר(ספינת האג'יס נעה תמיד,ויש לה ספינות הגנה-ועל כך קשה הרבה יותר לפגוע בה)מנגד אתרי קבע(כגון סוללות חץ,פטריוט או טאד)הן קבועות למקום ויש צורך בלא מעט תשתיות על מנת שהסוללה תעבוד כמו שצריך(בספינה כל התשתיות כבר קיימות ואין לה בעיות לנוע לכל מקום).

2.פלטפורמה קרקעית-יכולת הצבת המערכת בפריסה נוחה ומתאימה, שליטה טובה יותר על המערכות, ויכולת טעינה מחדש מהירה יותר בעת מלחמה.

יכולות מבצעיות גבוהות(יכולת שיגור מיירטים רבה יותר מהפלטפורמה הימית, יכולת בקרת נזקים ותיקון מהירה יותר, וכן בנוגע לחימוש).

חסרונות בהשוואה לפלטפורמה הימית-הגנה בעת מלחמה נמוכה יותר(סוללה קרקעית איננה מסוגלת לתמרן כמו אג'יס)ועל לאחר מספר מטחי ר.ק.ק/ט.ק.ק או אפילו תקיפות אוויריות סביר להניח שהסוללה תושמד לחלוטין, או לפחות לא תהיה שמישה.

משהו כאן לא ברור.

אם ה'האגיס' היא מערכת בעלת עדיפות מוכחת על פני כל המערכות החדשות הקיימות כולל אלו שבפיתוח, מדוע א"כ, לא משתמשים בדגמים קרקעיים של 'האגיס' במקום להשקיע מיליארדים בפיתוח של מערכות נחותות ממנה???

מדוע במלחת המפרץ שלחה ארה"ב לישראל סוללות פטריוט לא יעילות ולא ספינת 'האגיס' ???

התשובה של 'פוליטיקה' פנימית ישראלית כסיבה לפיתוח ה'חץ' אינה תופסת. שהרי ארה"ב שהיא המפתחת של מערכות הפטריוט וה'תאאד', היא גם המממנת של פיתוח ויצור מערכות החץ.

לכן, למרות שאיני בקי לצערי בנתוני הביצועים של המערכות למיניהן, ברור לי כי מערכת ה'האגיס' אכן מספקת מענה לאיומים שונים, אך היא אינה מגיעה בביצועיה בתחום ההגנה מטילים בליסטים, לא לפטריוט, לא לחץ ולא ל'תאאד'.

לייצור החץ יש סיבה מאוד מאוד טובה. אפילו שלוש סיבות מאוד טובות, גם אם כל מערכת אחרת בעולם טובה יותר.
את הפטריוט פאק III פיתחו כנראה כי הבסיס כבר קיים פחות או יותר.

השאלה האמיתית היא למה ממשיכים פיתוח וייצור מקביל של ארבע מערכות, במקום ללכת על אחידות. בכל מקרה תזכור שמדובר במספר חברות שעוסקות בזה, וקיימים כאן אלמנטים של כסף ופוליטיקה. שום דבר לא פשוט כל כך.


הסיבה היא שלמרות שכל המערכות הללו הן מערכות נגד טק"ק לכל אחת מהן יש יעוד שונה ומכאן דרישות שונות:

THAAD- מערכת ניידת שנועדה לתת הגנה זירתית לכוחות פורסים של צבא ארה"ב ברחבי העולם. המערכת מיירטת את המטרה בגובה רב.

ABMDS- מערכת נגד טק"ק של הצי המבוססת על מערכות קיימות של הצי (מערכת הבקרה וההנחייה AEGIS וטילי סטנדרט). מיירטת את המטרה בחלל. המערכת גם משתלבת בהגנת ארה"ב כנגד טילים בליסטיים (כיום בהתראה, בעתעד גם ביירוט).

חץ - מערכת שנועדה להגן על כל ישראל מירי טק"ק. מיירטת את המטרה בשכבה העליונה של הטמוספירה ובעתיד גם בחלל.

PAC-3 - שדרוג של הפטריוט שנועד לשמש כשכבת ההגנה התחתונה הגד טק"ק. מיירטת את המטרה בגובה נמוך יחסית ומגנה על שטח קטן.

מקווה שזה עוזר.

לדעתי, השאלה שאתה שואל במקום - אבל התשובה עוד יותר במקום...
התשובה היא כמובן הצורך ליצור כמה שכבות הגנה חופפות למחצה, כאשר סיכויי היירוט מגיעים למקסימום עם כמה שכבות: למשל, מול סקאד שישוגר מאיראן ישוגר מיירט חץ ראשון, ואחריו עוד אחד ועוד אחד.
במדיה וחץ כושל - משוגר פטריוט ו/או AEGIS או THAAD.
רביב הראה מתמטית שאם סיכויי הייורט של מיירט בודד עולים על 90% הרי שמנגנון היירוט הרב שכבתי מבטיח אחוזי זליגה מזעריים של פחות מ-עשירית האחוז טילים תוקפים -משמע סיכויי היירוט עולים ל- 99.9% ויותר, אבל - וזה אבל חשוב מאד! - מספר המיירטים היקרים בממוצע שישוגרו לעבר איום בודד יהיה פחות מ-2 - משמע, חסכון כספי ניכר בעלות המיירטים.
את זה לא ניתן לעשות עם מיירט לא אמין שסיכויי היירוט שלו נמוכים יחסית משהו כמו 70% ופחות.

ושים לב גם לטיעון הזה של דב רביב, שמשום מה לא זכה להתייחסות מספקת (מתוך וידיקפדיה):

"מנהל מפעל מל"מ של התעשייה האווירית לשעבר ואחד מהוגי הרעיון, דב רביב, טען שהמתנגדים אינם מבינים את מטרת המערכת. לשיטתו מערכת החץ נועדה למנוע התקפת פתע של טילים גרעיניים על ישראל מצד מדינה עוינת שתשיג נשק גרעיני ולא תעמוד בפיתוי להשמיד באיבחת ירי טיל יחיד או מטח של כמה טילים בודדים את ישראל. זאת, על ידי החזקת שתי סוללות בעלת מספר מוגבל של טילים שמתאים (עד כמה שניתן להעריך) לירוט כמות מכסמלית של טילים שניתן לירות מבלי לחשוף את המערכות לירי. לטענתו, אחרי ירוט מטח הפתע הראשון סיימה המערכת את תפקידה. טיעון זה בא להתמודד מול הטענה שטיל גרעיני עלול להיות משוגר לאחר שיגורם של כמה עשרות סקאדים (לא גרעיניים), אשר "יגמרו" את כל מאגר טילי החץ. משמע: החץ לא נועד לשמש מיירט קבע לכל כמות של טילים שתיירה לעבר ישראל - אלא רק לתת מענה למטח הראשון, שעלול לשאת נשק גרעיני, מתוך הנחה שאת התשובה היותר אפקטיבית התקפית והרתעתית ייתנו מטוסי ח"א וטילים שלנו שיאיימו על האויב עם הפתיחה באש מצדו.

בייחוד כאשר טילים גרעיניים עפים לכל עבר...

בהקשר של סיכול / מניעת התקפות טילים על ישראל ממדינה רחוקה כמו איראן, המושג "זמן אמת" אין פירושו חיסול הטק"ק בתוך דקות ספורות, ב"כלום זמן"- כי אם חיסול / דיכוי ירי הטילים למשך מספיק זמן על מנת לאפשר למערכות נוספות שבידינו לבוא לידי ביטוי ולהשפיע על תוצאות ה"טאקט" הבא - המהלך הבא.

דהיינו: זמן אמת הוא משך הזמן שיידרש לנו להפיל / לשגר מספיק חימוש לעבר מערכי האויב, כך שהאפקט המצטבר ישפיע על רצונו/ חשקו לשגר את המטח הבא לעברנו.

זה יכול להיות דקות ספורות - וזה יכול להיות שעות.

מה שדה רביב אומר, וזה באמת טיעון שמשום מה לא זוכה להבלטה, אבל הוא חשוב מאד לטעמי, הוא כי החץ לא נועד לסכל התקפה ממושכת של מאות ואלפי טילים במשך זמן הנמדד בימים או שבועות - משך המלחמה, כי אם לסיכול יעיל של מהלך הפתע הראשון של האויב, דהיינו - סיכול המטח הקטן הראשון, זה שיתפוס אותנו בהפתעה, ועלול להיות "מטח עריפה" גרעיני קטלני באמת.
להשגת מטרה זאת - רביב לא חוסך במיירטים, כפי שאפשר לראות. הוא יורה 2-3 חצים על כל טיל תוקף.
כעת ישאל השואל: ומה אם האויב ישגר מטח של עשרות ויותר טילים בו זמנית?
התשובה לכך ניתנה פה בעבר בפורום על ידי כותבים ברי סמכא: לא לאירנים ולא לסורים אין היכולת - בשלב זה לפחות - לשגר מטח כבד של עשרות טילים בו זמנית, כזה שירווה את מערכות החץ.
וההנחה של רביב היא שעם יירוט המטח הראשון, המפתיע, ישראל תוריד על ראש האויב באמצעים שונים - טילים מטוסים ושאר ירקות - מספיק חימוש בשביל לנטרל ו/או לחסל את יכולת הוצאת המטח השני שלהם. למשל - על ידי תקיפה בנשק גרעיני או תקיפה בנשק בליסטי מדויק או תקיפה אווירית על יעדים אסטרטגיים של האויב, כאלו שבאמת יוציאו לו את החשק למכה שניה.
האם יש יעדים כאלו באיראן? אני מניח שיש כמה...

יתרה מזאת: אני מנחש שרביב מניח -במידה רבה של היגיון - כי אין דומה הכנה חשאית אירנית / סורית של מטח בודד עם מספר קטן של טילים - מבצע עליו אפשר לשמור חשאי - מול הכנת מטח או מטחים כבדים של עשרות טילים לשיגור. סיכויי הדליפה ו/או הגילוי המוקדם מצד ישראל והאמריקנים עולים משמעותית ככל שמספר הטילים העומדים לעוף גדל. אני מניח שאי אפשר להסתיר ממערכות הביון של ארה"ב ושלנו הכנות מאסיביות כאלו של עשרות כלים ומאות אנשים ויותר המעורבים בשיגור.
משמע - אם האירנים רוצים להנחית "מכת עריפה" גרעינית, שזהו התסריט המפחיד באמת, הם צריכים לשגר טיל אחד או שניים, בו זמנית, ולקוות שהחץ יפשל.
אם החץ לא יפשל - הלך עליהם. לא תהיה להם הזדמנות למכה שניה.
ואם החץ יפשל - נו, זה כבר תסריט יום הדין שאף אחד לא יודע מה יקרה בו.

דהיינו, רביב מניח שבידי ישראל מספיק אמצעים התקפיים אפקטיביים שיספיקו על מנת לדכא מטחים נוספים - בלי שיהיה צורך להעיף עוד ועוד חצים לעוד ועוד טילים במשך ימים ארוכים.

כפי שהבנתי, רובם ככולם של הטק"קים האיראניים מתודלקים בדלק נוזלי, כך שממילא נדרשת הכנה ארוכה לשיגור. כל טיל יתודלק באתר השיגור, ולכן הכנת טילים רבים לשיגור בו זמנית אכן תבלוט מאד.

ועדיין עומדת השאלה, מדוע לפתח חץ 3, אם קיימת מערכת אמריקאית מבצעית העושה את אותו תפקיד?

בעיקר משום שמדובר במערכת ימית. יירוט טק"ק הוא באחריות חיל האויר וזה בניגוד לארה"ב שבה יש אחריות בין זרועית.
יש גם עניינים טכניים, האג'יס BMD לא פותחה יש מאין, אלא היא מבוססת על מערכת האג'יס הרגילה המותקנת בספינות הצי האמריקאי ועל שידרוג של טילי הסטנדרט. למעשה מדובר בשידרוג של הספינות האמריקאיות. בחיל הים שלנו אין אג'יס ואני מסופק אם אפשר להתקין אותה על הספינות הקטנות של חיל הים. כלומר יש צורך לרכוש משחתות אג'יס מארה"ב.
חבר את שני אלה ותקבל שעל מנת להפעיל את האג'יס חיל הים יצטרך לרכוש כלי שיט גדול שאין לו בו צורך מלבד מילוי משימה של חיל האוויר אשר יכול למלא אותה בעצמו באמצעות חץ-3.

הבעייה עם Aegis

ממה שידוע לי מבחינת מה שנחשפתי שאינו מסווג בהכשרה הצבאית, הסיפור הוא כזה:

מע, Aegis נהדרת אבל המערכת והטילים מיועדים ליירוט מטרה שפוגעת מאחורי הספינה .
כלומר! הצבה של מע' נגד סקאדים מסוריה מצריכה פריסה בסמוך לגבול הצפון... אקט מטופש לכל הדיעות כי נראצה הרי להקשות כמה שיותר על ניסיונות הניטרול של הסוללה.
החץ מייצר מעטפת הגנה סימטרית יותר המאפשרת לו להגן שטח גדול מלפני, צידי ומאחורי הסוללה.
כך גם ה THAAD שעדיין לא עבר טבילת אש מבצעית אחת למיטב ידיעתי ואמינותו לא ברורה, וה pac3, pac2 GEM ו GEM-T שנותנים גם הם מענה אך לשטחים מצומצמים וגובה נמוך ולכן משמשים כשכבה תחתונה טובה.
אגב, לא ידוע לי אם ישראל רכשה את ה pac3.

כמו כן, רכישת ספינת Aegis עם טילים תייצר את אותה בעייה.
ההגנה האופטימלית של המע' תהיה כנגד טילים המשוגרים מכיוון מערב - ואין עלינו איום כזה.
לכן, גם השימוש של הספינה בתרגילים הוא בעיקר גילוי ומעקב בסנכרון עם חיישנים אחרים, פחות ביירוט.

זה גם מה שמגביל את היכולות זה ה Aegis בפריסה באירופה.

לטענתו, אחרי ירוט מטח הפתע הראשון סיימה המערכת את תפקידה. טיעון זה בא להתמודד מול הטענה שטיל גרעיני עלול להיות משוגר לאחר שיגורם של כמה עשרות סקאדים (לא גרעיניים), אשר "יגמרו" את כל מאגר טילי החץ. "

משמע: החץ לא נועד לשמש מיירט קבע לכל כמות של טילים שתיירה לעבר ישראל - אלא רק לתת מענה למטח הראשון, שעלול לשאת נשק גרעיני, .


אם משוגרים מספר טילי שיהאב במקביל - לא הבנתי איך החץ (המערכת עצמה) ידע להבחין בין טיל גרעיני לרגיל?
ואיך ניתן להבטיח שאחרי המטח הראשון (של טילים רגילים) נצליח להשמיד את היתר ו/או להרתיע מהמשך שיגור טילים לעברנו?

An intermediate-range ballistic missile target was launched from the Reagan Test Site, located on Kwajalein Atoll, approximately 2,300 miles southwest of Hawaii. The target flew in a northeasterly direction towards a broad ocean area in the Pacific Ocean. Following target launch, a forward-based AN/TPY-2 X-band transportable radar, located on Wake Island, detected and tracked the threat missile. The radar sent trajectory information to the Command, Control, Battle Management, and Communicationssystem, which processed and transmitted remote target data to the USS O’KANE. The destroyer, located to the west of Hawaii, used the data to develop a fire control solution and launch the SM-3 Block IA missile approximately 11 minutes after the target was launched.

As the IRBM target continued along its trajectory, the firing ship’s AN/SPY-1 radar detected and acquired the ballistic missile target. The firing ship’s Aegis BMD weapon system uplinked target track information to the SM-3 Block IA missile. The SM-3 maneuvered to a point in space as designated by the fire control solution and released its kinetic warhead. The kinetic warhead acquired the target, diverted into its path, and, using only force of a direct impact, destroyed the threat in a “hit-to-kill” intercept.

The two demonstration Space Tracking and Surveillance Satellites (STSS), launched by MDA in 2009, successfully acquired the target missile, providing stereo “birth to death” tracking of the target.

At approximately 3:53 a.m. Hawaii Standard Time (9:53 a.m. EDT) a short-range ballistic missile target was launched from the U.S. Navy’s Pacific Missile Range Facility on Kauai, Hawaii. Approximately 90 seconds later, a Standard Missile 3 (SM-3) Block 1B interceptor missile was launched from the cruiser USS LAKE ERIE (CG-70) but an intercept of the target was not achieved.

This was the first flight test of the advanced SM-3 Block 1B interceptor missile. Program officials will conduct an extensive investigation to determine the cause of the failure to intercept.

There have been 22 successful intercepts in 27 at-sea attempts since Aegis Ballistic Missile Defense flight testing began in 2002, including the successful intercept of a malfunctioning U.S. satellite by a specially-modified SM-3 Block 1A missile in February, 2008.

Space-Based Sensors Star in "Stellar Eyes" Missile Defense Test

The Navy's Aegis Ballistic Missile Defense System scored another hit for the Missile Defense Agency on the Pacific Missile Range overnight, marking the first live-fire intercept of a medium-range ballistic missile using space-based sensors. Flight Test Mission-20 successfully demonstrated again the system's capability to detect the target from outer space and launch a sea-based Standard Missile from an Aegis-equipped Navy ship, all based on track data from satellite sensors orbiting Earth.

"This was a great feat for our Navy and our nation as we move forward in the next step of ballistic missile defense," said Capt. Eric Ver Hage, commanding officer of the Naval Surface Warfare Center, Corona Division, a Naval Sea Systems Command field activity in Norco, Calif. "As a former ship CO, it's awesome to see the collaborative assessment team here at the Joint Warfare Assessment Lab supporting ships at sea."

With the extended sensor network from space, MDA and Sailors aboard USS Lake Erie (CG 70) executed the Launch on Remote doctrine and destroyed the target with Standard Missile-3 Block 1A (SM-3 1A) guided missile. The missile vaporized the target following a direct-hit minutes after its launch from the Pacific Missile Range Facility on Kauai, Hawaii, at 4:10 a.m. (EST). For the test, NSWC Corona installed a mini-KU band antenna aboard Lake Erie to transmit large amounts of performance data from the cruiser's second-generation Aegis weapon system to the Navy's JWAL in Southern California. There, the assessment team of program managers, industry and analysts from warfare center divisions at Corona, Port Hueneme and Dahlgren provided remote analysis of the flight experiment.

The small, portable antenna reduced data transmission time from days to an hour - significantly shortening feedback time to ships at sea and enabling rapid assessment and feedback that is essential to helping MDA meet emerging threats, Ver Hage said. According to MDA, the threat of a ballistic missile reaching either the U.S. or forward deployed forces - especially one armed with a weapon of mass destruction - benefits most from a layered defense that utilizes both sea- and land-based interceptors and radars, as well as space-based sensors. All branches of the Armed Forces play a role.

To counter future projected threats, the advanced capability of MDA's space tracking system demonstrators extends the battlespace and provides the ability for longer range intercepts and defense of larger areas.
The defense agency demonstrated the first successful use of its space-based sensors in April 2011 during FTM-15, when the STSSD satellites successfully acquired the target missile and provided stereo "birth to death" tracking of the target. "Integration of space-based sensors into the next-generation defense system allows for detection and tracking of threats up close and over a much larger area than ground-based assets alone," said MDA spokesman Rick Lehner.

He added, that by using different space-, land-, and sea-based assets operated by multiple Services, the Combatant Commanders have the best sensor information on a threat's location and a more diverse and effective set of weapon options to defeat an attack.
The unified Command and Control, Battle Management, and Communications system connects all the components, he said. Having been involved in Navy surface-ship guided missile tests for decades, NSWC Corona began work on Aegis when it was just a concept more than 40 years ago. The Secretary of the Navy established the science and engineering command in 1964 to provide assessment of performance, reliability, readiness and effectiveness of the Navy's missile systems.

Today, as the Navy's independent assessment agent, NSWC Corona gauges the warfighting capability of weapons and integrated combat systems, through assessment of system performance, readiness, quality, and supportability, as well as the adequacy of training. The base is home to three premier laboratories and assessment centers: the Joint Warfare Assessment Lab, the Measurement Science and Technology Lab, and the Daugherty Memorial Assessment Center, dedicated to fallen Sailor Petty Officer 1st Class Steven P. Daugherty.

That data in turn would form a picture of the air situation around the ship – what is often called a “tactical picture.“ By the time Aegis was conceived, in the late 1960s, the U.S. Navy already used computer tactical pictures in its Naval Tactical Data System (NTDS). It took a computer to keep up with a rapidly changing situation, displaying the result to decision-makers. However, a tactical picture in a computer’s memory offered further possibilities. Both NTDS and Aegis were conceived as antiaircraft systems, NTDS emphasizing fighter control and Aegis missile control.

In both cases, a key question was whether a particular weapon (fighter or missile) could or should be used against a particular target. That could be answered by a computer program with access to the tactical picture in the same computer’s memory. The more powerful the computer, the more complex the tactical questions it might answer, generally in the form of what-if combinations. The great difference between NTDS and Aegis was the precision of the tactical picture – it took a lot less precision to control fighters, because fighters carried their own radars. Generally, the NTDS picture was formed on the basis of longer-range search radars.

However, one catalyzing event caused the Navy to move forward with alacrity and even urgency. On Oct. 21, 1967, the Israeli warship Eilat was sunk when an Egyptian Komar-class missile boat put two Soviet-designed Styx missiles into her. This event made the vulnerability of ships a stark reality, and was a significant factor in causing the U.S. Navy to move forward on the Aegis program with renewed purpose.

The Aegis team deployed the first development model at a land-based site in Moorestown, N.J., and completed initial land-based testing there by October 1973. The model was then installed in the Navy test ship Norton Sound (AVM 1) for at-sea evaluation. Those testing efforts, which began in late 1974 and ran until 1977, proved conclusively that the anti-warfare capabilities resident in Aegis far exceeded any other system in the fleet. Meanwhile, a successor engineering development model featuring improved performance and reduced weight was introduced in 1976.

The heart of Aegis BMD – and the U.S. Navy’s fleet air defense capabilities – is the Aegis Weapon System. Consisting of the S-band AN/SPY-1 phased-array radar, the Mk 99 fire-control system, the Weapon Control System, the Command and Decision suite, and associated Standard missiles, Aegis can simultaneously detect and track hundreds of threats and friendly/neutral aircraft and engage multiple targets simultaneously. When combined with the Mk 41 Vertical Launch System (VLS), the AN/SQQ-89 underwater combat system, command-and-control, and self-defense weapons and systems, the weapon system acts as the central component of the broader Aegis Combat System.

Aegis Ballistic Missile Defense is currently at sea in the 3.6.1 configuration, which provides exo-atmospheric engagement capability against short-, medium- and some intermediate-range ballistic missiles with the SM-3 Block IA missile, as well as retaining its long-range early warning for BMD as a whole

The SM-3 RIM-161 is a ship-based missile system used by the U.S. Navy to intercept ballistic missiles as a part of the Aegis BMD system. The SM-3 is primarily used and tested by the Navy, but is also currently used by the Japan Maritime Self-Defense Force and may, in the future, be used by other navies. The SM-3 has shown the best results of any anti-missile system developed by the United States, and as the Missile Defense Agency’s 2011 program update noted, “The SM-3 1A currently deployed on Aegis ships has proven to be a highly reliable interceptor. Aegis, using the current 3.6.1 Aegis Weapon System and the SM-3 1A, has more than twice the exo-atmospheric engagement range of THAAD.”

To accomplish a ballistic missile intercept, an Aegis warship’s SPY-1 radar detects and tracks the target, and the Aegis weapon control system calculates a fire-control solution. When the missile is ordered to launch, a Mk. 72 solid-fuel rocket booster launches the SM-3 out of the ship’s Mk. 41 VLS. The missile then establishes communication with the launching ship. Once the booster burns out, it detaches, and the Mk. 104 solid-fuel dual-thrust rocket motor (DTRM) takes over propulsion through the atmosphere. The missile continues to receive mid-course guidance information from the launching ship and is aided by GPS data. The Mk. 136 solid-fueled third-stage rocket motor (TSRM) fires after the second stage burns out. It takes the missile above the atmosphere. The TSRM is pulse fired and provides propulsion for the SM-3 until 30 seconds prior to intercept.

At that point the third stage separates, and the kill vehicle begins to search for the target using pointing data from the launching ship. The Solid Divert and Attitude Control System (SDACS) allows the kinetic warhead (KW) to maneuver in the final phase of the engagement. The KW’s sensors identify the target, attempt to identify the most lethal part of the target, and steer the KW to that point. When the KW intercepts the target, it results in 130 mega joules (96,000,000 foot-pounds) of kinetic energy at the point of impact.

U.S. Navy Missile Defense: Evolution of the Standard Missile

Like the overall Aegis Weapon System, the basic Standard Missile has been upgraded during the past 30 years to keep pace with evolving threats. The SM-1, the first version of the Standard, entered production in 1967. Designed to replace and improve upon the Navy’s earlier Tartar and Terrier surface-to-air missiles, an improved version of the SM-1 is still used by 11 foreign navies.

Building upon the SM-1, development of the improved SM-2 began in the early 1970s. Designed to function in a demanding tactical environment, the SM-2 models feature an inertial mid-course guidance package that receives command updates from the shipboard fire control system. Several versions also have a jam-resistant monopulse receiver for semi-active radar terminal homing. The initial version of the SM-2 became operational in 1978, and an upgraded SM-2MR Block II entered service in 1983. That missile was used in conjunction with the Mk. 26 twin-arm launchers on board the early Ticonderoga-class cruisers.

Block II was designed to have better performance against high-altitude, maneuvering threats. Block III improved missile performance against very-low altitude threats, and Block IIIA added enhanced interception capabilities against sea-skimming, higher speed missiles and crossing missile threats. Introduced into service in 1998, Block IIIB added an infrared guidance mode to improve performance in heavy ECM environments.
Today, the SM-2 Block IIIB remains the U.S. Navy’s mainstay against air threats.

The Navy began the development of the SM-2 Block IV in 1987. This variant featured major enhancements in the areas of guidance, target detection, altitude, velocity, jamming resistance and missile control, as well as a blast-fragmentation warhead. Another aspect of the Block IV design was the thrust vector-control booster, which gave Aegis warships the ability to engage extremely high-altitude targets – a key consideration in the Navy’s later ballistic missile defense effort. Technical and contractual problems delayed testing on the Block IV until 1992, however, and the missile did not achieve initial operational capability until 1999.

Today, progressive, “spiral” upgrades to the SM-3 missile are occurring in unison with the enhancements to the Aegis Weapon System. The Aegis BMD 3.6.1 and SM-3 Block IA combination are currently in fleet service as part of the Phased Adaptive Approach (PAA) Phase 1 architecture, providing a robust, “baseline” BMD capability. The Block IB variant is the next upgrade, entering service at sea and on land in conjunction with Aegis BMD 4.0.1 as the interceptor element of PAA Phase 2.

Equipped with an improved, two-color seeker, an advanced signal processor, and the Throttleable Divert Attitude Control System, the Block IB will have improved on-board target discrimination capabilities.
The missile’s coverage will be further expanded by its ability to launch on remote sensor data – a capability already inherent in the Block IA, as demonstrated in 2011 flight-testing. The Block IB upgrade also will enhance Aegis BMD’s capacity to handle multiple-missile raids.

More missile improvements will follow. Entering service later in the decade in conjunction with Aegis BMD 5.1 and as part of PAA Phase 2, the SM-3 Block IIA will provide greater regional coverage against intermediate range ballistic missiles (IRBMs). This version features a higher burnout velocity; a more advanced seeker better able to discriminate between warheads and decoys; engage-on-remote capability; and nearly double the range of earlier SM-3 interceptors. The kinetic warhead and second and third stages of the Block IIA all will be larger than those of the Block IB, which will make the Block IIA the largest SM-3 variant compatible with the Mk. 41 VLS. Currently in co-development with Japan, flight-testing of the Block IIA is scheduled for 2014 and initial-use certification in 2018.

Progressing even further, the SM-3 Block IIB – in 2013 in the concept and planning stage – will have an even higher burnout velocity and greater divert capability. This will give the SM-3 variant some boost-phase intercept capability against long-range missiles, including ICBMs, and permit it to defend a greater area than its predecessors. As a larger missile, the SM-3 Block IIB will require modifications to the vertical launch systems on board BMD-equipped Aegis warships. This version of the Standard Missile is scheduled to enter service around 2020 as part of PAA Phase 4. However, there is some speculation that, if the Iranian ICBM threat becomes compelling in the nearer-term, development of the SM-3 IIB would need to be accelerated.

The SM-3 is not the final Standard Missile variant: The SM-6, which currently is in low-rate initial production, combines an SM-2 Block IV airframe and the active seeker from the AIM-120 Advanced Medium-Range Air-to-Air Missile (AMRAAM), and is the Navy’s next-generation extended range anti-air warfare interceptor. This will increase the ability of Aegis warships to engage air targets beyond their radar horizon and reduces Aegis Weapon System’s reliance on radar illuminators. A variant also may play a role in future sea-based terminal ballistic missile defenses.

Since 2002, DOD has spent over $98 billion developing a ballistic missile defense system to protect the United States, U.S. forces, and allies against inbound threat missiles.
In December 2011, DOD deployed the initial phase of a revised approach for Europe, with increased capabilities to be deployed in later phases. GAO has reported on potential risks to DOD's implementation caused by the lack of a coordinated management approach and an absence of life-cycle cost estimates. Given DOD's BMD investment and revised approach, GAO was asked to review EPAA's implementation. GAO evaluated the extent to which DOD (1) identified and planned to resolve implementation issues before deploying BMD capabilities to Europe; and (2) estimated the long-term costs to operate and support BMD elements in Europe. GAO reviewed DOD instructions, manuals, and other documents on the acceptance process and the status of operating and support cost estimates that have been developed to-date, and interviewed cognizant officials.

Today, Aegis BMD is deployed on 37 ships around the world in the Pacific Ocean, the East China Sea, the Sea of Japan, the Persian Gulf, the Mediterranean Sea and the Atlantic Ocean keeping our world safe. Four of those 37 ships belong to the Maritime Self Defense Force of Japan with Australia considering placing Aegis BMD capability on their upcoming new navy ships. There will be an additional ten more U.S. Aegis ships becoming BMD capable in eventuality of a pure fleet of all US Navy Aegis Destroyers and Cruisers being BMD capable in the future.

Over the past ten years, Aegis Ballistic Missile Defense ships have been engaged during all of North Korea’s long range ballistic missile tests, using their A/N SPY 1 radars to provide the critical link of tracking into the U.S. homeland missile defense system. These BMD Ships have also been on patrol and on station in the Persian Gulf against Iranian short and medium range threats. They have been on patrol off the coast of Israel and Syria, providing ballistic missile defense and tracking of the Scuds being fired regularly inside of Syria. They have patrolled in the Black Sea to signal NATO resolve to Russia during the Ukraine crisis. They were put on full deployment rotations in 2013 for Phase 1 of the European Phased Adaptive Approach in the protection of Europe from Iran. They have the distinct honor of successfully shooting down a toxic satellite falling down to Earth. Aegis BMD has continued to test and build to be better each of those ten years. The most recent test earlier this month, the most advanced yet, validated the Baseline 9 by simultaneously shooting down a raid of one ballistic and and two cruise missiles.

With all of these great technical achievements and advancements of Aegis BMD – to include shoot on remote, engage on remote, Aegis Ashore, SM3 Block IB, Baseline 9 and the upcoming SM-3 Block IIA with the Japanese – its not only the pace setter, its the future for ballistic missile defense as it represents an operational and fully-integrated air and missile defense system on a single mobile platform. This operational example of tremendous success in integrated air and missile defense propels way beyond Aegis BMD ships, to our joint military services and to our allies to collectively be integrated for the prevention, deterrence, and defense against the common threat.

Combatant commanders last year requested 44 ships in recent years to meet BMD missions, according to congressional data. In fiscal 2016, that need is expected to jump to 77 ships — a tally more than double the Navy's inventory of BMD-capable ships.

The European Phased Adaptive Approach will see four ships homeported in Rota, Spain, by year's end. The destroyers Ross and Donald Cook arrived in Rota in fiscal 2014; Porter on March 27 departed Norfolk, Virginia, for Scotland to participate in Joint Warrior, a United Kingdom-led semi-annual multinational cooperative training exercise, before heading to Rota. The destroyer Carney will head to Spain from its home port of Mayport, Florida, before October.

A 430-acre Aegis Ashore facility will be operational by year's end in Deveselu, Romania, and manned by about 200 U.S. service members, government civilians and support contractors. It will be armed with SM-3 IB interceptors. A second site planned for Poland, scheduled to become operational in 2018, will be armed with SM-3 IIA interceptors.

הטיל מיועד להגנת נקודה או אזור מצומצם ומהווה שכבת הגנה שניה אחרי ה-SM-3 שאמור ליירט טילים יותר גבוה ויותר רחוק, ומיועד להגנת שטח. שיקול נוסף לבחירת המיירט הוא עלות $10M ל-SM-3 מול $4M ל-SM-6. ה-SM-3 מתאים לתסריט הגנה מטילים בודדים דוגמת צפון-קוריאה, אך ה-SM-6 יתאים להתמודד עם מטחים סיניים נרחבים.

באותו ניסוי טיל SM-2 Block IV ירט טיל בליסטי קצר טווח וחזר על הצלחה בתסריט זה. גירסה זו של הטיל מיועדת אך ורק נגד טילים בליסטיים.

WASHINGTON — The Missile Defense Agency’s fiscal 2017 budget request of $7.5 billion preserves priorities it set last year but also continues to tee up several science and technology experiments to get after more complex and evolving threats. The agency is seeking $72 million in weapons technology development to build “the technological foundation” for a next-generation laser system that can defeat both advanced threats and raids, according to an MDA budget document. A Directed Energy program will continue to develop two types of lasers that are powerful but compact.

Another initiative would spend $90 million to put an advanced sensor into a multispectral targeting system and the MQ-9 Reaper unmanned aircraft combination. The agency would also award contracts to design a laser that could fit on a UAV to be used in boost-phase missile defense, according to the budget document.
“Really, our focus on lasers continues down the path of scaling up in power, scaling down in size for both the discrimination ... and the potential scale-up to a high-power laser someday,” Vice Adm. James Syring, the MDA director, said during a Pentagon budget briefing this week.

One THAAD battery has been deployed to Guam since 2013 in response to the North Korean threat in the Pacific. MDA continues procuring THAAD equipment and wants to buy 24 interceptors for a total of $370 million in fiscal 2017, Syring said. By the end of fiscal 2017, the agency will have delivered 61 additional interceptors to the Army for a total of 205. But while North Korea continues to ramp up possible nuclear and ballistic missile capabilities — most recently alarming the US and allies in the Asia Pacific by successfully launching a satellite into orbit over the weekend — the agency does not yet have plans to build out the rest of the Army’s THAAD requirement of nine batteries.

So far, the agency has only funded the building of seven batteries and will have delivered them all to the Army by 2018. Interceptor procurement will run through 2021 with over 400 interceptors total, Syring said. But while the possibility of deploying a THAAD battery in South Korea is moving beyond rumor to serious talk, the MDA and the Army continue to assess the requirement, when it might be fulfilled, and what the budget would need to be to meet it, according to Syring.

What GAO Found

The Department of Defense’s (DOD) August 2015 and September 2015 homeland missile defense reports generally met most of the required reporting elements from section 238 of the National Defense Authorization Act for Fiscal Year 2014 (FY14 NDAA) and section 1665 of the National Defense Authorization Act for Fiscal Year 2015 (FY15 NDAA), such as including descriptions of:

the current and future ballistic missile threat assessment;
current homeland ballistic missile defense capabilities; and
planned improvements to current homeland ballistic missile defense.
However, DOD’s reports generally did not meet the requirements to include an evaluation of options for improving homeland missile defense and were not submitted by the required deadlines. Rather than including in its reports the required evaluation of options, DOD referred the congressional defense committees to a separate, ongoing study being performed by the department to assess future homeland missile defense options and committed to providing them with results when the study is completed.

Although DOD’s reports described the benefits of the Missile Defense Agency’s (MDA) ongoing efforts to improve homeland missile defense, GAO found that MDA faces risks and challenges pursuing these efforts. For example, DOD’s reports stated that MDA has fielded additional homeland missile defense assets, including Ground-based Midcourse Defense (GMD) interceptors, and is capable of defending the U.S. homeland from a limited ballistic missile attack from North Korea or Iran. However, a 2015 assessment conducted by DOD’s Director, Operational Test and Evaluation determined that although GMD has demonstrated a partial capability against small numbers of simple ballistic missile threats launched from North Korea and Iran, GMD flight testing, to date, was insufficient to demonstrate that an operationally useful defense capability exists. DOD’s reports also described ongoing efforts to support the Secretary of Defense’s directive to increase the number of fielded GMD interceptors from 30 to 44 by the end of 2017 to add protection to the U.S. homeland. However, GAO found that in order to achieve this goal, MDA is relying on a highly optimistic and aggressive schedule that overlaps development and testing with production activities. In addition, DOD’s reports described the benefits associated with MDA’s plans to redesign the current GMD kill vehicle—the part of the interceptor that is released during flight to detect and destroy the threat. However, GAO found that MDA may encounter challenges with some aspects of the Redesigned Kill Vehicle’s (RKV) acquisition approach, such as contract strategy, industry collaboration efforts, and schedule. For example, MDA may be unable to deliver RKV interceptors within its committed time frames and cost parameters because it has not negotiated the terms of the modification with the GMD prime contractor.

In GAO’s prior work on missile defense, it made several recommendations aimed at assisting MDA in improving its acquisition outcomes and minimizing risk, such as implementing a knowledge-based acquisition strategy, including sufficient schedule and resource margin in it its test plan, and aligning production decisions with flight testing. MDA concurred with many of GAO’s recommendations and has taken some actions to address them but several of GAO’s recommendations have not been implemented. GAO continues to believe these recommendations are valid and should be fully implemented.

DEVESELU, Romania (NNS) -- U.S. Naval Forces Europe-Africa/U.S. 6th (CNE-CNA/C6F), recognized a key milestone to complete Phase II of the European Phased Adaptive Approach by deeming the Aegis Ashore Missile Defense System in Romania as operationally certified in a ceremony held in Deveselu, May 12. This ballistic missile defense system represents a significant increase in the capability to defend NATO European territory from attacks originating outside the Euro-Atlantic area, and is a key milestone in the development of NATO ballistic missile defense.

in reaching Phase II of the European Phased Adaptive Approach. As we cut the ribbon, the watchteams are trained and ready, the system has been tested, and we are now in the progress of integrating this site into the NATO integrated Air and Missile Defense Architecture." - Adm. On Sept. 17, 2009, President Obama announced the concept of EPAA, which calls for using Aegis-based BMD capabilities, both afloat and ashore, to defend Europe against ballistic missile threats originating from outside the Euro-Atlantic Area. The site first broke ground Oct. 28, 2013. At a ceremony hosted by the Romanian Ministry of Foreign Affairs, Dec. 18, 2015, U.S. and Romanian government officials announced the major military components of the Aegis Ashore Missile Defense System in Romania were complete and had been transferred to the Commander, U.S. 6th Fleet.

Since that time the AAMDS-Romania site and U.S. Navy crew achieved operational certification through a series of unit-level and theater-level tests and exercises conducted over the past five months, which validated the system's capability to integrate into the U.S. and NATO BMD architecture. Construction of a second Aegis Ashore site in Poland is part of the final phase of EPAA. The ground breaking is scheduled for May 13.

When the Chief of Staff of the Army, the Chief of Naval Operations, Deputy Director of the Missile Defense Agency (MDA), and the NORTHCOM commander say the country’s ballistic missile defense system needs to change, maybe someone should listen. There is a growing consensus that the system deployed today, which is centered on long-range kinetic interceptors, is fiscally unsustainable and trending towards operational obsolescence in the face of adversaries’ technological gains. And while the third offset strategy announced by Secretary of Defense Hagel in 2014 has been successfully implemented across other defense investments, missile defense remains a glaring — and odd — exception. As has been the case during the past several budget cycles, the proposed FY17 future years defense program (FYDP) continues to fund incremental gains to existing hit-to-kill systems without making the investments required to rapidly advance the promising, non-kinetic technologies that constitute the third offset component of missile defense.

While declining budgets constrain research into new technologies, there are at least three existing or planned missile defense investments that either do not align with a realistic threat or over-fund missions that are already well resourced. During this budget season, Congress and the Department of Defense should re-evaluate investments in the European Phased Adaptive Approach, the Israeli Cooperative Program and a proposed East Coast interceptor site to free up funds for research into more effective and sustainable alternatives.
