Regime forces tighten noose on opposition in Zabadani

http://www.al-monitor.com/pulse/ori...n-besieged.html

The operation began on July 3 with the objective of regaining control of the city that had fallen to opposition forces in January 2012. On July 15, hundreds of planes flew over the city and dropped 470 barrel bombs.
The city of Zabadani is surrounded by mountain ranges on the east and west, and its main road cuts through the center of the city. The armed opposition — represented mainly by the Hamza Brigades, affiliated with Jaish al-Islam and Ahrar al-Sham — now control only parts of the city. The opposition’s influence is mainly concentrated in Zabadani’s old quarter and some of the surrounding neighborhoods.

Ahmed al-Shamaa, a media activist working with the opposition fighters, told Al-Monitor via Skype that the opposition fighters are deployed over an area of 5 kilometers (3 miles) from north to south of Zabadani and 3 kilometers (1.8 miles) from east to west, noting that the area of the city is 40 square kilometers (25 square miles). The battle has been ongoing for two weeks now, and has helped the regime forces tighten the noose on the fighters of Jaish al-Islam and Ahrar al-Sham, even though they have managed to maintain their positions inside the old town.

On July 14, the Syrian army took control of the Sultani neighborhood in southeast Zabadani, as well as the Kahraba roundabout and al-Hakl al-Asfar Street. With this progress, the Syrian army tightened its grip on the main entrance of Zabadani and cut the road between the city and Madaya. This road is used by opposition fighters to travel north of Zabadani toward the Qalamoun Mountains, and its blocking increased pressure on the opposition.

Retired Brig. Gen. Moatasem Jabali told Al-Monitor, “The Syrian army and Hezbollah’s inability to enter the old town is due to several reasons. The first is the geography of the area, which is mountainous and helps opposition fighters show a great deal of defense. The second reason is that almost all fighters were residents of the same area and they know all the roads of the city and its strategic points, which gives them an advantage in the battle. The third reason is the geographic extension of the city of Zabadani toward Madaya and Serghaya and toward Rankous and the Flita Mountains [used by the opposition as supply lines]. The fourth reason is the single command for the rebels in this area, which enabled them to concentrate efforts and gave them great freedom to maneuver.”

Jabali also pointed out that Hezbollah was forced to change the fighting strategy it applied in the area surrounding Qalamoun by using long-range missiles, which are making a big difference.
Militants are fortifying themselves in the old town, and Hezbollah won’t be satisfied with just controlling some hills, as was the case in Qalamoun, to declare victory. Therefore, the party started destroying and successively entering the neighborhoods of the old town, according to Jabali.

Parallel to the escalation of the military operations against Zabadani, the Wadi Barada Shura Council announced July 5 that it was completely cutting off the water supply from the Barada River to Damascus as of July 6, in solidarity with Zabadani, until the shelling stops. Wadi Barada is the primary source of potable water for Damascus and its countryside. On July 6, the water was indeed cut off in parts of the city, and rationing hours were increased in others, reaching two days of water cuts followed by four hours of availability during Ramadan, due to citizens’ complaints in several regions of Damascus and its countryside.

The battles have been escalating since July 14, when official military sources stated, “The engineering units in the Syrian army managed to bomb a tunnel used by Zabadani’s opposition fighters in Tal’et al-Wazir, south of Zabadani. The tunnel connected the southern Basateen village, controlled by militants, to Boukein area, southeast of Zabadani, and it was dug under the Zabadani-Madaya highway.” On July 15, the official paper al-Baath quoted a military source in the Syrian army as saying, “Army units, in cooperation with the Lebanese resistance, are continuing their operations against the terrorist organizations in Zabadani. They managed to destroy a terrorist nest that included weapons and ammunition in Zabadani Valley.”

On July 20, Syria’s state news agency SANA revealed, “Army and resistance units made quick progress in the past 48 hours, succeeding in gaining total control over Boukein Hill and Darb al-Sham, which is considered the main line used by opposition fighters from Zabadani to Barada in the south. In parallel, the [army units] also managed to expand their control in Zabadani Valley, while [the opposition] incurred heavy material and human losses.”

According to the Syrian Observatory for Human Rights, the clashes between the regime forces, Hezbollah and forces loyal to them on one side, and local Islamic armed factions on the other, continue in Zabadani and its environs, while the regime forces are advancing and have gained control over Boukein Hill and Darb al-Sham. No information has been released yet about the human losses. The clashes were accompanied by constant shelling by the regime forces in the Zabadani area, and 26 airstrikes have been conducted by the regime’s air force against Zabadani as of July 20, according to the observatory.

Regarding the latest developments in the Zabadani battle, pro-regime military analyst Karim Saqr told Al-Monitor, “We can say that we are now in the fourth stage of the operation to liberate Zabadani. The first stage consisted of putting Zabadani under siege, and the second stage aimed to paralyze the terrorists’ firing capacities. The army succeeded by targeting the terrorists’ fortresses. The third stage involved raiding the fortified region in Zabadani. The army took over several strategic locations on the highway separating the old town and the city and overlooking the old town from the south and east. The current stage consists of tightening the noose.”

Saqr added that if the operation continues as planned, Zabadani will be completely liberated in the coming days from Jabhat al-Nusra terrorists. It would be the first city in Rif Dimashq seized by terrorists to be regained by the regime.

Asked about the humanitarian situation in the city, opposition civil activist Mohsen Burhan, who lives in Zabadani, told Al-Monitor, “Many families were displaced from the areas of conflict toward the Inshaat and al-Shalah areas that are under the army’s control. These are considered a relatively calm region spared from missiles and barrel bombs, as the Syrian army is deployed in it. The remaining civilians in areas of conflict are suffering from a lack of food supplies, especially children. The intense shelling has prevented them from leaving their hideouts for fear of death."

He added, “The opposition militants lost their popular base in Zabadani, where inhabitants consider them the reason behind the army’s shelling of their houses. The people want the war to be over to return to their houses and lands, which were burned by the regime forces.” Burhan noted that negotiations are ongoing between the opposition fighters and the Syrian army, brokered by prominent figures in the city and national reconciliation committees to stop the military operation. He said, however, that the negotiations are still secretive and vague.

Despite bombing, IS is no weaker than a year ago

http://www.airforcetimes.com/story/...r-ago/30924535/

WASHINGTON — After billions of dollars spent and more than 10,000 extremist fighters killed, the Islamic State group is fundamentally no weaker than it was when the U.S.-led bombing campaign began a year ago, American intelligence agencies have concluded. U.S. military commanders on the ground aren't disputing the assessment, but they point to an upcoming effort to clear the important Sunni city of Ramadi, which fell to the militants in May, as a crucial milestone.

The battle for Ramadi, expected over the next few months, "promises to test the mettle" of Iraq's security forces, Marine Corps Brig. Gen. Kevin J. Killea, who is helping run the U.S.-led coalition effort in Iraq, told reporters at the Pentagon in a video briefing from the region.
The U.S.-led military campaign has put the Islamic State group on defense, Killea said, adding, "There is progress." Witnesses on the ground say the airstrikes and Kurdish ground actions are squeezing the militants in northern Syria, particularly in their self-proclaimed capital in Raqqa.

But U.S. intelligence agencies see the overall situation as a strategic stalemate: The Islamic State remains a well-funded extremist army able to replenish its ranks with foreign jihadis as quickly as the U.S. can eliminate them. Meanwhile, the group has expanded to other countries, including Libya, Egypt's Sinai Peninsula and Afghanistan. The assessments by the CIA, the Defense Intelligence Agency and others appear to contradict the optimistic line taken by the Obama administration's special envoy, retired Gen. John Allen, who told a forum in Aspen, Colorado, last week that "ISIS is losing" in Iraq and Syria. The intelligence was described by officials who would not be named because they were not authorized to discuss it publicly.

"We've seen no meaningful degradation in their numbers," a defense official said, citing intelligence estimates that put the group's total strength at between 20,000 and 30,000, the same estimate as last August, when the airstrikes began. The Islamic State's staying power raises questions about the administration's approach to the threat that the group poses to the U.S. and its allies. Although officials do not believe it is planning complex attacks on the West from its territory, the group's call to Western Muslims to kill at home has become a serious problem, FBI Director James Comey and other officials say.

Yet under the Obama administration's campaign of bombing and training, which prohibits American troops from accompanying fighters into combat or directing airstrikes from the ground, it could take a decade or more to drive the Islamic State from its safe havens, analysts say.
The administration is adamant that it will commit no U.S. ground troops to the fight despite calls from some in Congress to do so. The U.S.-led coalition and its Syrian and Kurdish allies have made some inroads. The Islamic State has lost 9.4 percent of its territory in the first six months of 2015, according to an analysis by the conflict monitoring group IHS.

A Delta Force raid in Syria that killed Islamic State financier Abu Sayyaf in May also has resulted in a well of intelligence about the group's structure and finances, U.S. officials say. His wife, held in Iraq, has been cooperating with interrogators. Syrian Kurdish fighters and their allies have wrested most of the northern Syria border from the Islamic State group, and the plan announced this week for a U.S.-Turkish "safe zone" is expected to cement those gains.

In Raqqa, U.S. coalition bombs pound the group's positions and target its leaders with increasing regularity. The militants' movements have been hampered by strikes against bridges, and some fighters are sending their families away to safer ground. But American intelligence officials and other experts say the Islamic State is in no danger of being defeated any time soon.

"The pressure on Raqqa is significant ... but looking at the overall picture, ISIS is mostly in the same place," said Harleen Gambhir, a counterterrorism analyst at Institute for the Study of War, a Washington think tank.
Although U.S. officials have said it is crucial that the government in Baghdad win back disaffected Sunnis, there is little sign of that happening. American-led efforts to train Syrian rebels to fight the Islamic State have produced a grand total of 60 vetted fighters.

The militants have adjusted their tactics to thwart a U.S. bombing campaign that tries assiduously to avoid civilian casualties, officials say. Fighters no longer move around in easily targeted armored columns; they embed themselves among women and children, and they communicate through couriers to thwart eavesdropping and geolocation, the defense official said. Oil continues to be a major revenue source. By one estimate, the Islamic State is clearing $500 million per year from oil sales, said Daniel Glaser, assistant secretary for terrorist financing at the Treasury Department. That's on top of as much as $1 billion in cash the group seized from banks in its territory.

Although the U.S. has been bombing oil infrastructure, the militants have been adept at rebuilding oil refining, drilling and trading capacity, the defense official said. The stalemate makes the battle for Ramadi all the more important. Iraqi security forces, including 500 Sunni fighters, have begun preparing to retake the Sunni city, Killea said, and there have been 100 coalition airstrikes designed to support the effort. But he cautioned it will take time. "Momentum," he said, "is a better indicator of success than speed."

American joins Kurds to fight ISIS in Syria

http://edition.cnn.com/2015/07/29/u...ilitia-fighter/

Going from club bouncer in New York to a Kurdish Militia fighter in Syria, in the past few months Robert Rose has spent nights under mortar fire in intense heat, fighting ISIS in Syria. His story sheds light on how one Kurdish opposition group is recruiting Western fighters. "I have a gut feeling that I'm supposed to die here," Rose, 25, said Wednesday morning from the headquarters of the YPG, the Kurdish Militia he has joined, a few miles from Hasaka in far northeast Syria
. "The fighting has been so heavy these past few weeks, I've seen some terrible things," he said.

The YPG, or the Lions of Rojava, which refers to the group's Western fighters, say on Facebook that they plan to "send ISIS terrorists to hell and save humanity." According to Rose, the YPG are Kurdish militants defending their land and their people by fighting ISIS. He said women fight, too, and that they just want to live in peace. A Bronx native, Rose said he has hated terrorists since al Qaeda attacked his home in 2001, crashing two planes into the World Trade Center towers. Rose couldn't serve in the U.S. military at 18 because he already had full custody of his son, Jonathan, but Rose said his passion to fight terrorists never dwindled.

"Daesh has been good about posting whatever they've been doing on public media," Rose said, using an Arabic name for ISIS. He said the video the group posted of mass killings, beheadings, burnings and stonings of innocent people inspired him to look for a way to fight. Robert Rose, left: "I have a gut feeling that I'm supposed to die here." Robert Rose, left: "I have a gut feeling that I'm supposed to die here."

Rose said he had never heard of Kurdish people before September 2014. It was at that time that he heard about another American, Jordan Matson, who had joined the People's Protection Units, the armed wing of the Democratic Union Party in Rojava, the Kurdish region of Syria. Matson, originally from Wisconsin, is followed by over 22,000 people on Facebook and posts regularly about Turkey's military activity against the Kurdish people. He posts that the Turkish government does next to nothing to combat ISIS. He has uploaded numerous pictures of himself in combat gear, and the comments from admirers are filled with smileys and hearts.

After getting in touch with Matson through Facebook, Rose said Matson introduced him to one of Matson's commanders. From there, he quickly found a sponsor in Germany online who paid for his first trip to the region, leaving his home and family the day after Christmas. He stayed in Syria for just over two months and didn't see much action or fighting. Shortly after he had returned home to the Bronx, he learned his commander and translator had been killed. He felt he needed to go back. On July 6, he made his way back to Syria, this time to fight on the front lines.

Rose said his unit has experienced more fighting and bloodshed than he can fathom since he left for Syria in the beginning of March, and he described sleepless nights and days. "We don't sleep at night, we are up all night on guard, and it's so damn hot during the day that you can only sleep for three or four hours," he said. Rose's father, Bobby Rose, said he is incredibly proud of his son, although when he left for Syria the first time, leaving Jonathan in his grandparents' care, they were very concerned for Rose's safety.

"We have to stand behind him, and especially now, more so, because he is fighting for a just cause," his father said. "He heard what ISIS was doing to the Kurds and it infuriated him and he wanted to do what he could for his country, because they could come do some harm here, too. He feels like he is fighting for America as well." Robert Rose was always fond of the underdog, according to his father, and would stick up for children who were bullied at school. His mother, Azilde Andrea Gomez Rose, said it didn't surprise her that he left to fight, because he was always the type of person who wanted to help people and serve his country.

Asked what they are telling Robert's son, now 9, Bobby said that at first, they shielded him from the fact that his father was in Syria, telling him that he was in Germany. "We still kind of keep it at bay but it's harder because with the media, he has been seeing the pictures and everything," he said. "You have to keep your fingers crossed that he gets through this OK -- that's my boy," said a hopeful Bobby Rose. He added that the entire family, including Robert's sister Tyla and brother Jason are waiting for him back home.

The toll of extremism: 50 Britons killed fighting for Syria and Iraq militants

http://www.theguardian.com/uk-news/...-iraq-militants

Some of those killed, such as west Londoner Mohammed el-Araj had previous criminal convictions linked to extremism. He spent 18 months in prison after violently protesting outside the Israeli embassy in London in 2009. He was killed in Syria in mid-August 2013. Majeed, the suicide bomber from Crawley, was said to be a member of one of the UK’s most vociferously extremist groups, the now banned al-Muhajiroun.

Of those killed, most joined Isis or Jabhat al-Nusra. One of the deadliest months of fighting for Britons was November 2014, in which Isis mounted attacks against Kurdish-held Kobani and attempted to hold and claim further territory in Iraq. While 17 Britons have died fighting either the Assad regime in Syria or the Iraqi government, many of those recorded killed over the last two and a half years have been caught up in the complex web of insurgency politics, in a Syrian civil war which is now in its fifth year.

Syria approaching de facto partition amid Assad military setbacks

http://www.theguardian.com/world/20...litary-setbacks

But, facing a manpower shortage as tens of thousands of young men desert, the military has had to rely largely on local militias as enforcers for the regime. It is ceding territory to rebel fighters and the terror group Islamic State in favour of regrouping in its strongholds to the west, slowly paving the way for partition.

But the manpower shortage remains the Assad regime’s achilles heel – it could never really defeat the country’s demographics, maintaining Alawite rule over an overwhelmingly Sunni populace, and it has faced significant challenges mobilising foot soldiers to fight its war. The regime has tried to lure back deserters by issuing a general amnesty a day before Assad’s speech, lifting fines and punishments on those who fled military service.

Last month, the Syrian Observatory for Human Rights, a monitoring group with wide contacts inside Syria, said that 70,000 individuals have avoided compulsory army service. The regime has sought to deploy thousands of local militiamen under the umbrella of what it calls the National Defence Forces, using them as shock troops directed by the army.

Iraq announces ISIS deal with Russia, Syria and Iran

http://www.cbsnews.com/news/iraq-in...sia-syria-iran/

BAGHDAD - Iraq will begin sharing "security and intelligence" information with Russia, Syria and Iran to help combat the advances of the Islamic State of Iraq and Syria (ISIS,) the Iraqi military announced Sunday.

A statement issued by the Iraqi Joint Operations Command said the countries will "help and cooperate in collecting information about the terrorist Daesh group," using the Arabic acronym for ISIS.

Iraq has long had close ties with neighboring Iran and has coordinated with Tehran in fighting the advance of ISIS - which controls about a third of Iraq and Syria in a self-declared caliphate. Iranian commanders have helped lead Iraqi Shiite militiamen in combat.

A U.S.-led coalition has been conducting aerial bombing campaigns against ISIS positions in Iraq and Syria, but U.S. officials insist they have no coordination with Tehran on the matter.

In response to the deal's announcement, a Pentagon spokesperson told CBS News the U.S. remains committed to working with Iraq to defeat ISIS.
