Reconfigurable Airborne Multi-Intelligence System-RAMIS

"There are five things you have to think about when building an ISR [intelligence, surveillance and reconnaissance] aircraft. These are: What is it that I am trying to collect data on (is it a truck, person, ship, or command post); What does this target do that differentiates itself from the background and allows me to find it, and what data am I trying to collect on that target; What is the terrain - mountainous (a radar won't work, so you need a sensor that looks directly down) or flat lowlands (where radar or wide-area surveillance [WAS] detection systems do work); What is the vegetation - is the target in the open or under a triple jungle canopy (which requires [Light Detection And Ranging] LIDAR or foliage-penetration radar); and how big is the search area - is it a city or the Pacific Ocean?"

"Modularity and reconfigurability of systems and sensors is a key feature of RAMIS. You can fly a different sortie against a different target in the morning and evening, and change the aircraft's configuration to match that," he noted.

In order to fulfill this multi-INT mission set, RAMIS employs a suite of communications intelligence (COMINT), electronic intelligence (ELINT), imagery intelligence (IMINT), and signals intelligence (SIGINT) sensors fitted in an extended nose section and an underbelly 'canoe' fairing divided into four under-fuselage payload bays

Lockheed Martin has disclosed that the Block 61 upgrade to the UAE's F-16E/F fighters is geared specifically at enabling them to carry stand-off munitions. Source: Lockheed Martin

The Block 61 upgrade for the United Arab Emirates' (UAE's) Lockheed Martin F-16 fleet is being carried out to enable them to carry recently requested stand-off weaponry, a company official disclosed on 10 July.

Speaking at the Royal International Air Tattoo (RIAT) at Royal Air Force (RAF) Fairford in Gloucestershire, Bill McHenry, head of Lockheed Martin's F-16 business, said that ability to carry this weaponry will be the main differentiator between the current Block 60 and planned Block 61 designations.

As listed by a US Defense Security Cooperation Agency (DSCA) notification released in late 2013, the UAE has requested 1,200 Raytheon AGM-154C Joint Stand-Off Weapons (JSOWs), 300 Boeing AGM-84H Standoff Land Attack Missiles - Expanded Response (SLAM-ERs), and 5,000 Boeing GBU-39/B Small Diameter Bombs (SDBs) at a total cost of USD4 billion.

The UAE Air Force & Air Defence (UAE AF & AD) currently fields the 79 F-16E/F Block 60 Desert Falcons, the majority of which McHenry said will be upgraded to Block 61 standard. In addition, it has requested the sale of a further 30 Block 61 aircraft, although a contract has yet to be signed.

A key component of the current Block 61 aircraft is the Northrop Grumman AN/APG-80 active electronically scanned array (AESA) radar, which is no longer manufactured. McHenry said that production of this radar will be restarted for the Block 61 rather than equipping it with the Northrop Grumman Scalable Agile Beam Radar (SABR) or Raytheon Advanced Combat Radar (RACR), as it makes more sense for the UAE AF & AD to have a common radar type across its fleet for both operational and sustainment reasons.

Separately, McHenry said that he sees the global market as supporting the sale of about 100 more new-build F-16s to take production out to beyond the current end-date of 2017.

BAE Systems is planning to fly its recently revealed Striker II helmet-mounted display (HMD) aboard a Eurofighter typhoon aircraft later in the year, a company official said on 16 July.

Speaking at the Farnborough Airshow, business development director Chris Colston said that the first flight should take place in the third or fourth quarter of the year, although all of the qualification work has already been done.

First unveiled to IHS Jane's ahead of Farnborough, the new helmet is billed by the company as an all-digital HMD solution that delivers "all of the performance all of the time, without the need for transition [between day and night modes of operation]".

The Striker II is the latest offering from the Striker family of HMDs that are currently fielded on the Typhoon and Saab Gripen, and incorporates the research and development that BAE Systems has already invested in the alternate helmet for the Lockheed Martin F-35 Lightning II Joint Strike Fighter.

The key differentiator between Striker II and earlier models is that the new helmet replaces the clip-on night vision goggles (NVGs) with a fully integrated digital night vision camera. Specifically, it utilizes a centre-mounted ISIE-11 sensor (based on Intevac Photonics' advanced imaging sensor technology), known as the Electron Bombarded Active-Pixel Sensor. This sensor data is presented to the pilot via a binocular visor-projected display at "a level equal to or better than HMDs uses current NVGs", according to BAE Systems.

Striker II also includes hybrid opto-inertial head-tracking technology which eliminates lag, enabling symbology to be accurately presented onto the visor. "The results are high-precision target tracking and engagement, as well as superior situational awareness and mission effectiveness," the company said.

The modular helmet comprises an outer assembly with the day/night camera attached; a display and a glare visor; an inner assembly with a communications assembly; oxygen mask; and a custom-fitted inner protective liner. The reduced weight of the helmet improves the pilot's comfort and makes ejections safer.

Speaking to IHS Jane's ahead of the Farnborough Airshow, Colston said that BAE Systems will be offering it as an upgrade to existing platforms or for integration onto new platforms. While Colston said that the helmet is currently being evaluated "by multiple customers", he declined to name them at this time.

European missile house MBDA has begun serial production of the Brimstone Selected Precision Effects At Range (SPEAR) Capability 2 Block 1 air-to-surface missile for the UK Ministry of Defence, officials announced at the Farnborough Airshow on 16 July.

According to MBDA, production of the missile, more commonly known as Brimstone 2, commenced at its Lostock and Henlow manufacturing facilities during the same week as Farnborough. Although officials declined to give numbers, Adrian Monks, head of Short-Range Surface Attack, said that the order was "in the many hundreds".

The Brimstone 2 features an Insensitive Munitions-compliant warhead, improved rocket motor and an upgraded seeker and airframe, and aims to increase the engagement envelope of the current dual-mode missile by as much as 200% in off-bore sight and maximum-range capabilities.

Recent trials have seen the missile engage and destroy fast-moving targets in differing engagement envelopes, specifically missiles were fired at targets travelling at speeds of up to 112.6 kph (70 mph), and scoring direct hits on each occasion.

The low-yield missile will first be integrated onto the Panavia Tornado GR.4 in 2015, with the Typhoon set to follow in time for the Tornado's retirement in 2019. Monks declined to be drawn on other potential host platforms beyond to the Tornado and Typhoon, but it is also expected to be an option for the British Army's AgustaWestland-Boeing WAH-64 Apache AH.1 attack helicopters and the Royal Air Force's General Atomics MQ-9 Reaper unmanned aerial vehicles.

SPIKE-ER

The missiles in this family have sophisticated electro-optic (EO) CCD or IIR sensors for day/night all-weather operation, as well as a tandem warhead.

The SPIKE missiles are operational and combat proven in many Air Forces around the world; among them the Italian, Dutch, Spanish, and German Forces.

Their lofted trajectories enable the warhead to strike the target at its most vulnerable location with pinpoint precision. All of the SPIKE Family members have a low life-cycle cost, due to high reliability and operational and logistic support and production commonality between members.

The SPIKE NLOS is an EO guided multipurpose missile for ranges of up to 25km with pinpoint accuracy and midcourse navigation. The weapon system can be launched from land, air and naval platforms.

Equipped with a variety of warheads, a wireless data link to the missile, unique advantages of hitting non-line of sight (NLOS) targets and the ability to switch between targets and abort missions, Spike NLOS can be operated in both offensive and defensive scenarios. In addition to attacking hidden targets, SPIKE NLOS can provide real-time tactical intelligence and damage assessment.

SPIKE NLOS is designed to be integrated into the modern battle arena and can receive target location from an embedded TAS system, external sensors, C4I centre or UAVs.

Featuring day/night all-weather target engagement capability, SPIKE NLOS is the ideal solution for urban, anti-armour and high-intensity combat, as well as asymmetric conflicts and stand-off missions (small group, remote/special operations).

With high reliability and ease of use, SPIKE NLOS delivers maximum operational flexibility with minimal life-cycle cost.

The SPIKE-ER is an extended-range, multi-purpose anti-armour missile system designed for mounting on various platforms, including helicopters, fast boats and combat vehicles.

It can also be dismounted to a ground position and fitted onto a tripod. SPIKE-ER is capable of defeating tanks at a range of up to 8 kilometres.

SPIKE-ER features a day or day/night seeker, tandem warhead, and retains the dual operation modes of Spike – Fire-and-Forget, as well as Fire-and-Observe and Update. This enables the gunner to switch between targets after launch, avoid friendly fire, conduct surveillance/damage assessment and attack hidden targets.

SPIKE-ER additionally features a Fire and Steer mode, in which the gunner can launch the missile without pre-locking onto the target and manually steer it to the target (LOAL).

SPIKE-ER can be equipped with a variety of warheads for a broad range of combat scenarios including urban settings, anti-terror missions and low-intensity conflicts.

The compact system includes the Spike-ER missile in its canister, the Command Launch Unit (CLU), a thermal sight and the Spike-ER launcher.

Thales unveils new LMM variant

Robin Hughes, Belfast - IHS Jane's Defence Weekly

13 July 2014

Thales Advanced Weapon Systems unveiled the latest variant in its family of lightweight multi-role missile (LMM) family of precision strike weapons at the Farnborough International Airshow on 13 July.

Derived from LMM technologies and building blocks, Free Fall LMM (FFLMM) is an unpowered, air-dropped, precision-guided munition intended for use in a wide range of operational environments.

Thales is touting FFLMM as a solution for lightweight airborne platforms, including tactical and medium altitude long endurance (MALE) unmanned aerial vehicles (UAVs) and low-cost tactical fixed-wing platforms. The company sees the munition as filling a gap in the precision-guided munitions market, where most effectors are designed for traditional fast jet and attack helicopter platforms and can be unsuitable for release from lightweight platforms.

India's decision to raise FDI cap welcomed by industry

Jon Grevatt, Bangkok - IHS Jane's Defence Weekly

13 July 2014

Representatives from foreign and local defence industries in India have welcomed New Delhi's decision to increase foreign direct investment (FDI) in the defence sector, although some are questioning whether the move is sufficient to spur the development of Indian defence industrial capabilities.

In a budget speech on 10 July India's Minister of Finance Arun Jaitley announced that the government will raise the defence sector cap on FDI from 26% to 49%. He said the move is intended to boost local industry capability and help India achieve its long-stated target of self-reliance in defence production.

Jaitley added that the investment limit will continue to be accompanied by regulations related to management and control of Indian assets and those FDI approvals will continue to be processed through the Foreign Investment Promotion Board -FIPB.
