אחרי ההצלחה הגדולה שלהם בתחילת השבוע, עת כבשו בקלות את בסיס האימונים הגדול של צבא עירק מחוץ לעיר הית שבמחוז אנבר (אחרי שחטיבה 27 מדיוויזיה 7 העירקית נסוגה ממנו), צרים כעת לוחמי ISIS על בסיס הטיסה אל-אסאד, שהוא כידוע בסיס הטיסה השני בגודלו בעירק כולה אחרי שד"ת הבינ"ל של בגדד, גדול יותר אפילו מבסיס בלד המפורסם שמצפון לבירה העירקית. בשנות הנוכחות האמריקנית בעירק שירת הבסיס את המפקדה הדיוויזיונית שהייתה אחראית על מחוז אנבר, לרוב מטעם חיל הנחתים. בסיס זה הוא אחד מחמישה בסיסי ענק ששלטון הבעת' בנה בשנות ה-70 כחלק מהתעצמות הכללית העירקית בעקבות מלחמת יוה"כ ולקראת עימות צבאי אפשרי עם צבא השאה הפרסי.

On the day that Rabia fell, the Kurds say an earthworks barricade they erected on the road to prevent IS bringing up reinforcements came under attack from no fewer than seven suicide vehicle bombs. General Shaikh Omar Babkai, who fought against Saddam Hussein, was one of many Peshmerga fighters to die as the result of an Islamic State bomb. Several of the attacks were foiled when Peshmerga fighters shot and killed bombers in civilian cars before they could set off their charges.

But a tanker truck with an armoured cab defied everything the Kurds had to throw at it. It crashed into the barricade, hitting one of the unexploded car bombs and setting off a blast which devastated several Peshmerga vehicles. Among the 10 members of the Peshmerga's elite special forces who died in the explosion was one of its commanders, General Shaikh Omar Babkai, who we had filmed just two weeks earlier on a visit to the front by the Kurdistan president, Masoud Barzani. After the death of Gen Babkai, a veteran Peshmerga who was wounded five times over the years in battles with Saddam Hussein's forces, we drove to his home village, Mamola, in the mountainous far north of the country near the Turkish border, where we spoke to his brother Samad.

Like Gen Babkai and many other men in the area, Samad is also a Peshmerga officer. Gen Babkai's only son, Mir Khan, who is 17, is preparing to join the Peshmergas when he finishes his studies. General Babkai's son Mir Khan said he wants to follow in his father's footsteps and join the fight against Islamic State. "We are proud of his martyrdom in this way, and we are ready to offer more sacrifices to protect and liberate Kurdistan," Samad said.

"But there is a deficiency in the arms we have. If they'd had more advanced weapons there, my brother would not have been killed, and the enemy would have been smashed much more quickly. "Only the Peshmerga are seriously fighting IS," he added. "If we had the kind of arms the Iraqi army was given, we'd have destroyed the terrorists long ago."

Of late, the idea of a Great Kurdistan is being pushed in the Western press and on social media. Because of the one-sided propaganda, many people came to believe if there was a Kurdistan in the Middle East, it would be a close ally for the EU, the U.S. and Israel. Some analysts’ depiction of a Great Kurdistan resembles an ultra-secular Jordan or an Israel minus the Arab-Israel tensions. For such a project to be successful, it has to be realistic, historically and intellectually robust. We already have plenty of half-baked countries in the Middle East cooked up by European colonizers on a Sunday afternoon.

Yes, nationalist Kurds campaign loudly around the world for a Kurdistan, but not all Kurds want to live in a state exclusive to them. Apart from Turkey, Iraq, Syria and Iran, large groups of Kurds live in Lebanon, Armenia, Azerbaijan, Germany, and other places across Europe, the U.S., Canada and Australia. One fifth of Kurds in the world are Shiite Muslims, the majority is Sunni Muslim and others consist of Yazidis and Christians, among other. Such a diverse sociological base is difficult to maneuver and mobilize.

Even if we assume the majority of the world’s Kurds agreed to live in Kurdistan, it would be extremely difficult to institutionalize a national program due to such a diverse society with little historical experience in living together. Then there is language: Kurds have never had a nation state, thus no institutionalized language use or coherence of one language through an education system. Our Kurdish brothers speak different dialects, merged with the languages of the region they live in. There is no single Kurdish language on which institutions can easily emerge. Rabid nationalism is not enough. That experiment has failed time and again across the Middle East.

Despite these difficulties, if we looked at the idea of Great Kurdistan with sympathy thinking this is the result of a nation’s will of building its own sphere, the flag bearer of the Kurdistan idea today is the PKK, a communist-Leninist organization. Therefore, a Kurdistan in the Middle East could naturally be communist. Just like PYD (the Syrian branch of the PKK) leaves no room for other political groups to exist in the cantons in Northern Syria, no other political party can exist in a PKK-led Kurdistan. The new Kurdistan would resemble nothing other than a new North Korea or Laos in the Levant. Like all communist groups, PKK is also well documented for its brutality against the dissent. PKK leader Abdullah Ocalan is known by many as “the baby killer” in Turkish public opinion, not because of the babies he allegedly killed in Turkish villages, but in the Kurdish villages.

Make no mistake about it: The PKK threat is not directed toward Turkey alone. It’s worth remembering that the PKK is on the list of terrorist organizations in America and the EU for good reason. A Marxist, terrorist autonomous state would spell the end of the religious Middle East. It would be especially disastrous for Israel, a country founded on religion. Marxist dictators of the Baath Party opposed Israel for ideological reasons. This norm in the Arab world is not because of religion, but politics. Gamal Abdel Nasser, who took power in Egypt in 1952, was seen as embodying the aspirations of the pan-Arab citizens of the region. In the pan-Arabist ideology, apart from the matter of Arab identity, the principle, which united the citizens of these newly independent nations, was opposition to the State of Israel. This message was used by Baathist regimes as an excuse to effectively subordinate all other concerns in the public, including any attempts at local political reform or economic development. This same approach will apply in the supposed Kurdistan as soon as such a state is established. Due to ideological dissent, a Marxist-communist Kurdistan would be the primary enemy of the capitalist Western nations.

It is a terrible mistake to frame the battle against ISIS as either supporting the PKK or not. Cutting deals with the PKK to defeat ISIS is not only short-sighted, but guaranteed to fail because communist zeal cannot defeat global jihadist zeal. We can take away the oxygen of jihadists in Syria by removing their main grievances and countering their narrative. If we want the protection and prosperity of the peoples of the Middle East, what we need to accomplish is not a communist Kurdistan, but a united Middle East.

The Security Shuffle

According to Prime Minister Haidar al-Abadi’s office, the personnel changes were intended “to consolidate the work of the military establishment based on professionalism and combating corruption in all its forms.” Abadi is highlighting counter-corruption because the Iraqi Security Forces and its commanders have a reputation for being corrupt, inefficient, and unprofessional. The changes included dismissing 26 commanders and the “retiring” of 10 other commanders. The prominent changes include:

Replacing Iraqi Army Chief of Staff. General Babkar Zebari, an Iraqi Kurdish Peshmerga Commander who has been in position since 2003, with Lieutenant General-Staff. Khurshid Salim Doski who is also an Iraqi Kurd and was the commander of the Ninewa-based 3rd Iraqi Army Division from 2006-2009. Doski was a deputy to Zebari before this change. Four of Zebari’s deputies who are unnamed were also dismissed.

Dismissal of the Baghdad Operations Command (BOC) Commander, Lt. General-Staff. Abed al-Amir al-Shammari, who Vice President Nouri al-Maliki (during his prior premiership) appointed as the commander in May of 2013. It is unclear who will be the new BOC commander.

Removal of the Mid-Euphrates Operations Commander, Lt. General-Staff Othman al-Ghanimi, from his position to be an assistant to Doski. Ghanimi was the commander of the 8th Iraqi Army division from 2005-2010. It is also unclear who will be the new commander of Mid-Euphrates Operations Command.

Removal of the Anbar Operations Command (AOC) Commander, Lt. General Rashid Fleih, and reportedly moving him to be a deputy to Doski as well. Lt. General Qassim al-Mohammedi of the Anbar-based 7th Iraqi Army Division will reportedly take command of the 7th Division.

Appointing Major General Imad al-Zuhairi to be the commander of the Samarra Operations Command instead of Sabah al-Fatlawi. Dismissal of the Ministry of Defense Chief of Military Intelligence, Hatem al-Magsusi. Magsusi was also appointed by Maliki in May 2013.

Squires echoes that: "ISIS is exhibiting signs of stress, as they seldom move and maneuver in large convoys anymore. We've seen pictures of ISIS moving on motorcycles and in single trucks, as opposed to the summer, when they moved in convoys."
Recent strikes also suggest Iraqi and coalition targeting is benefiting from better intelligence about the movement of senior ISIS figures. This week, Iraqi television claimed that an aide to ISIS leader Abu Bakr al-Baghdadi was killed in an airstrike on Fallujah, days after the U.S. said it had targeted a convoy of high-profile ISIS figures near Mosul.

The main reason for ISIS' swift advance southward through Iraq in the summer was the abject failure of the Iraqi Security Forces to put up any resistance. Bolstered by Shiite militias known as Popular Mobilization Units, the ISF is beginning to counterattack in a few places. Army units backed and sometimes fronted by Shia militias have undoubtedly acquired some much-needed momentum, although ISIS is showing a surprising capacity for defense under pressure," said Charles Lister, visiting fellow at the Brookings Institution in Doha, Qatar.

The recapture of Baiji leaves ISIS' main prize, the city of Mosul, vulnerable. While ISIS' physical control of Iraq's second largest city is yet to be challenged, it appears to have serious problems in governing. Water and electricity supplies are sporadic, according to residents contacted recently by CNN, and food prices have risen dramatically. ISIS is hunting down anyone perceived as a possible source of dissent. One Iraqi journalist contacted by CNN said six colleagues were abducted at the end of October; they have not been seen since. Residents told CNN that ISIS had lost many fighters since airstrikes began and was putting pressure on families to provide fresh recruits. They added that ISIS had lost the trust of Mosul residents, and there had been several attacks on militants by newly formed citizens' "brigades."

To the west of Baghdad, ISIS still controls much of Anbar province. A month ago, the group appeared to be closing in on the capital. It had a presence in parts of Abu Ghraib not far from the international airport. There were mortar attacks on the International Zone in Baghdad, where government offices and embassies are concentrated. ISIS has also held Fallujah and much of Ramadi -- the two largest towns west of Baghdad -- for most of this year. However, the landscape has changed somewhat following the recapture by the army and Shiite militia of the town of Jurf al-Sakhar in neighboring Babil province. Hadi al Amiri, leader of the Badr Brigade, a Shiite militia that was heavily involved in taking Jurf al-Sakhar, told Foreign Policy magazine that "With this operation complete, there are no more dangers (posed by the Islamic State) to Baghdad." The next town in the crosshairs is Amriyat-al-Fallujah on the Euphrates River, where pro-government tribal militia forces are dug in but under frequent mortar attack from ISIS, according to Iraqi sources. If ISIS is repelled from the area, Iraqi forces potentially have a platform from which to push north into Anbar. But if ISIS takes Amriyat, the pressure on the capital will be intensified.

“Who arrived here to save us three days after Mosul fell?” asks Dr Mowaffak al-Rubaie, a Member of Parliament and a former National Security Adviser (and best known as the man who led Saddam to the gallows and requested the guards loosen his handcuffs).

“Not the Americans. They only sent abysmal air strikes three months later when their citizens [the journalists James Foley, and later Steven Sotloff and Peter “Abdul-Rahman” Kassig] were beheaded. The speed of the Iranian response to Baghdad and Erbil was the next day.”

The Iranians sent 88 Russian-made Sukkhoi ground attack jets within weeks. They also sent their best fighters to train and advise – members of the elite Republican Guard. They sent pilots, weapons, and uniforms. They also sent their military mastermind, Qasem Soleimani, leader of the Quds Force, whom many military leaders regard as an excellent, and highly strategic commander.

While usually secretive, *Soleimani allowed himself to be photographed last September on the battlefields of Amerli, clearly sending a message to the West that *Tehran was very present.

Major challenges

"If we lose Anbar, that means we will lose Iraq," the province's governor, Ahmed al-Dulaimi, told Al-Anbar television from Germany, where he is recovering after being wounded by a mortar round in September. Iraqi security forces wilted under an initial IS onslaught in June, but are now backed by US-led air strikes, international advisers, Shiite militiamen and Sunni tribes, and have begun to claw back some areas.

They retook Jurf al-Sakhr south of Baghdad and also made important gains in the Baiji, Jalawla and Saadiyah areas north of the capital. But three key cities -- Mosul, Tikrit and Fallujah -- are still in militant hands, as are a slew of villages and other areas. Security forces have repeatedly assaulted Tikrit and each time failed, while the battle for Ramadi is still being fought some 11 months after it began.

And while Kurdish forces and elite federal troops have fought IS in Nineveh province, they would have to make significant advances to pose a credible threat to the militants holding its capital Mosul, Iraq's second city, which was the first to fall in June. IS forces also assaulted three villages on Wednesday in the northern province of Kirkuk, control of which is split between Kurds and militants, temporarily seizing one and setting off hours of clashes.

Baathists in north Iraq

In northern Iraq, it seems they are not in such a good place. Mosul locals say initial hype about the return of the Baath party, and the Naqshbandi Army, has since proven bogus. The party has a presence in Mosul, the Iraqi capital of IS operations, but it is relatively ineffective. It is the IS fighters who are in control. They support, and are supported by, many local tribal groups. After the Baath party was outlawed, and the Baathist-dominated military disbanded, which came after the 2003 US-led invasion that overthrew their leader Saddam Hussein, many senior members sought refuge in Mosul, a mostly Sunni city.

The northern city became the second biggest base for senior Baath party members after Saddam Hussein's own hometown of Tikrit. Locals, who asked to remain anonymous for fear of reprisal, told MEE that Baath party leaders would meet Wednesdays at a central city mosque. The Baathists, however, do not appear to have had any real fighting power in Mosul. One local journalist in Mosul, who asked to remain anonymous for security reasons, told MEE how Ghanem al-Abed, spokesperson for the long-running anti-government protests based in a city car park, had once telephoned a local Baath party leader in a panic. Federal police had begun dismantling a protest site, beating and arresting demonstrators.

The unnamed Baath party leader promised help would arrive within minutes. It did not. Two hours later, al-Abed made another call, then made his way down to the protest site. He found that around 20 members of the Baath party had tried to reach the demonstration but had not made it there, proving, the Mosul journalist said, their basic inefficacy. “To me, this seemed to show that the Baath party was incapable of making a change on the ground on its own,” the journalist said. “The party was using its old reputation to boost its image. And statements made by the Iraqi government, which kept saying the Baath party were behind every security breach, also made it seem as though the party was more powerful than it actually is.”

Today in Mosul, the Baath party is in a weaker position than ever before. Popular opinion seems to be turning against it, with many ordinary people in the province of Ninawa, believing the party has behaved in a hypocritical and opportunistic way during this crisis – an awkward alliance that ultimately backfired. In their attempts to tame any opposition, IS has arrested a number of local Baath party leaders. And most recently, politicians on the provincial council who were connected to the Baath party have also been in trouble, threatened with expulsion from the council as the political mood has changed (the council is currently operating in exile, outside of its Mosul base).

Additionally, Arab tribes to the south of the city that always supported the Baath party, have since pledged allegiance to the IS group. It seems that Baath party members who had fled to Mosul in 2003 in the wake of the US-led invasion, turned first to al-Qaeda to try and recoup their power and wealth. Then, seeing which way the wind was blowing, they allied themselves with IS. IS have now exercised their power over the Baathists in the north.

Baathists in the south

Elsewhere in the country, there are more complex alliances. Moving further south toward Baghdad and into Anbar province, there are, broadly speaking, three types of Baath party members present. Two of these groups do not have much to do with IS’s murderous ways, but may still sympathise with sectarian Baathist policies, including the belief in Sunni Muslim superiority. The first includes street level and senior membership, who previously benefitted from being part of Saddam Hussein's apparatus but who, after 2003, were forced out of their jobs. Often these people have ended up having to start new lives, working as taxi drivers or labourers in order to support their families. But they live in fear that Shiite militias, who harbour a historical hatred for the Sunni-dominated Baath party, will find them and punish them for real or imagined wrongdoings.

The second of these groups involves more powerful Baath party members, who, through influence, connections, corruption or an assortment of other manipulations, managed to return to their former positions - even though everyone knows very well that they were linked to the outlawed political party. Possibly the most important in this current crisis though, are the third group: those party members with military skills who still firmly believe in at least some of the Baath party principles, particularly those that involve sectarian superiority, and who continue to harbour ill will toward the new Iraqi government, even though the leadership recently changed and is

Those who were resistant to the regime change wrought by 2003's US-led invasion, have seen IS as a means to right what they see as wrongs committed against them and their sect. While reports have played up the foreign dimension to IS’s fighting contingent, there is no doubt that in Iraq the group is predominately a native organisation. They have foreign fighters, but its head, Abu Bakr al-Baghdadi, is Iraqi as are many of the group's senior members. And there is no doubt that former Baath party members hold some very senior positions within it. Former Iraqi army and police, trained in counter-intelligence and military strategy, are some of IS’s most prominent leaders today. This includes Abu Muslim al-Afari al-Turkmani, a former military intelligence officer, and Abu Ayman al-Iraqi, who is ex-defence intelligence, both of who are members of IS’s Shura Council.

Many Baathists joined extremist groups – such as al-Qaeda and now IS - as a way of either regaining their power and influence, or perhaps even just to get paid, after losing their jobs due to their political affiliations. But as the increasingly criminal behavior of IS so clearly indicates, obviously not all of these individuals are motivated by injustice or even by extremist religious views; some simply – ruthlessly seeking power and wealth just as their former leader, Saddam Hussein did. This has resulted in IS being described as “a hybrid of terrorists and an army,” in a New York Times article on Baathist involvement with the group.

“Its leaders augmented traditional military skill with terrorist techniques refined through years of fighting American troops, while also having deep local knowledge and contacts,” the newspaper concluded. Former Baath party members are also known to make up sleeper cells in other parts of Iraq - these will only be activated by the IS group once they start making inroads into the territory. Only a few days ago, Iraqi security services say they uncovered a sleeper cell of several hundred former Baath party members in the southern province of Nasiriya, which is mostly populated by Shiite Iraqis. The cell's members said they were supposed to provide IS with information about security forces movements in the province and that they would only have been called to more “active duty” if, or when, IS fighters attacked their areas.

This was similar as to what happened in Mosul. Obviously, suspicions about Sunni sleeper cells waiting for IS hardly encourages good relations between Iraq's different sectarian and ethnic groups.

Defections from IS

But it is important to remember that not all Baath party members – just as not all of Iraq's Sunni Muslims – are enthusiastic about IS. In Anbar province in particular, it is a complex situation involving multiple tribal groups and shifting loyalties, which only seems to be becoming more complicated. For example, recently there have been rumours about high level defections inside IS, persuaded to leave by anti-IS individuals who infiltrated the group. Using logic, money and promises of protection, the infiltrators apparently persuaded the defectors that it would be in their best interests to leave. Many analysts have already explained that, although former Baath party members share a common ambition with IS – to restore Sunni rule in Iraq – they also have some big ideological differences.

And while it's hard to know exactly who the defectors, or the infiltrators, were, many believe that a recent statement issued by Baghdadi saying recruitment should be conducted more slowly and carefully was the direct result of the recent defections. It's possible that simply being an ex-Baathist will no longer be enough to join IS.

The result is that it’s unclear what impact more than 1,000 airstrikes on Iraq and Syria have had during the past four months. That confusion was on display at a House Foreign Affairs Committee hearing earlier this week, where the topic — “Countering ISIS: Are We Making Progress?” — proved to be a question without an answer.

A release from Dec. 5 is typical of what the military now makes public about the anti-Islamic State campaign: In Syria, over a three-day period “U.S. and partner nations” conducted “14 airstrikes near Kobani, destroying four ISIL fighting positions, three ISIL-occupied buildings, two ISIL staging areas, two ISIL tanks, a motorcycle, a mortar, and struck eight tactical ISIL units and two ISIL fighting positions. Near … Raqqa, an airstrike struck an electronic warfare garrison.” ISIL is the government’s preferred acronym for the Islamic State.

Compare that with a more detailed November news release from the United Kingdom describing its air force’s activities over Iraq.

“On Thursday evening, Kurdish peshmerga reported coming under fire from a dug-in machine-gun position,” the release read. “An RAF (Royal Air Force) Reaper remotely piloted air system succeeded in locating the ISIL position, and attacked it with a Hellfire missile. The crew operating the Reaper then identified further ISIL positions, allowing another coalition aircraft to conduct an attack. Before the end of its patrol, the Reaper crew used another Hellfire to engage an ISIL checkpoint set up to control a road.”

But he couldn’t tell when or if his men would march on Mosul.

Dozens of Iranian military commanders - including Qassim Sulaimani, the head of Iran's elite Quds Force - have joined Iraqi security forces in battlefields north and south of Baghdad
. Iraqi troops, backed by Shia militias, Kurdish forces and Iranian military commanders, recently regained control of the towns of Jalawla and Saadia in Diyala province. "When they [Iranian advisers] were there in the field, no one stands in our face and magically everything was available, the ammunition, the [intelligence] information, the smooth coordination with the military units and other [Shia] factions and the air force backup," Abu Sajad al-Saadi, a commander of the Abu al-Fadhil al-Abbas Brigade who participated in the Jurf al-Sakhar Battle, told Al Jazeera.

Iraqi Shia militia commanders and security officials told Al Jazeera that the participation of the Iranians in Jalawla, Saadia, Jurf al-Sakhar and other battles provided a significant boost. "They were not fighting but organising our efforts," Saadi added. "Without them, every group [Shia militia] was working alone and none of them were responding to the Iraqi military commanders, but if they [the Iranian advisers] are there, all sides were responding without any problems or complaints."

Several Shia militia commanders who fought under the command of Sulaimani in Jurf al-Sakhar, Jalawla and Saadia told Al Jazeera that he and other Iranian advisers have achieved two main things: reining in the Shia militias that were insisting on operating separately, and providing crucial logistical and technical support to Iraqi forces.
"Usually, there were many groups [Shia militias] in the field and instead of working together, they were competing against each other, and this deprived all of us from achieving any victory in the first few weeks,
" a senior Badr Organisation commander told Al Jazeera on condition of anonymity.

"In Diyala, the most important thing was the drones. The drones had provided great information for our troops, especially in the first few days, that helped us to develop the [military] plans and fill the gaps," Essam al-Saadi, a commander of Abu al-Fadhil al-Abbas Brigade who participated in the Diyala battles, told Al Jazeera.
Since June, Iran has been formally providing the Iraqi government and Kurdish fighters with weapons and ammunition. But Shia militia commanders told Al Jazeera that the Iranians had been delivering snipers and training courses - in particular for the Badr Organisation, Asaib Ahl al-Haq and Kataib Huzballa, the three militias established, equipped and funded by Iran - for years.

בחודש האחרון צברו העירקים כוחות רבים מכל עברי העיר בימים האחרונים הם החלו נוגסים בה מכל עבריה, תחת סיוע אווירי וארטילרי כבד. צק"חים משולבים של צבא עירק-מיליציות שיעיות תוקפים בו זמנית את פרברי ופאתי העיר מדרום, בואכה סמרה, ממזרח ומצפון, בואכה באיג'י. עיר אסט' זו, על מתקני הנפט החשובים, טוהרה סופית בחודש שעבר אחרי קרב ארוך וקשה שהתנהל בין אוקטובר 2014 לפברואר 2015 והסתיים בגירוש ISIS מהעיר וכיתורה בפועל של תיכרית מכל עבר, למעט נתיבים ספורים המובילים לשממה המדברית האינסופית שממערב לעיר, אותם מנטרים מהאוויר באמצעות כטב"מים ומסוקים, הן של ח"א העירקי והן של בעלות הברית.

That is a shallow argument to a very complex, nuanced situation.
The way the US handles the middle east in the since the beginning of the Arab spring\whatever deserve a new thread.
To answer in very short, Im not sure anything the US would have done could make things better.
For example Mubarak would have probably fallen with or without the US support.

the Iraki units mostly fled and the IS was not only accepted but welcomed.

The only structured - military like Iraki forces are the Kurdish ones, and they fight for themselves.

One of the resons the IS was so accepted is because the Sunnis in west Irak were supressed by al-maliki's government.
Al-malikis policy (hello Iran) is the one that created a non working military and zero support from the Sunnis.
Why would a Sunni guy from Ramadi join the military if he has no future there and no work is comming after he serves.
On the other hand he can join the local Jihadi club and get payed.
That is why the US wanted him booted, because then it could (maybe) be possible to work with the Sunni leaders in Anbar.
You think with Al-Maliki in power it would be any better?
The US should have left and stopped training and supplying the military when they saw the Iraki internal policies. Their mistake was that they did not.

The fall of the cities and areas in Irak is mostly due to failures of Iraki policies.

Look at it like this - Obama looks at Irak and asks:
We send troops and start a new campain against the Jihadis in west Irak\Syria.
We kill the Jihadi leadership, and drive them off. The Jihadis stop being a fighting force.
Americans are killed in the fighting and a lot of money is spent.
Now What? Are we any better off?
Are the chances good that we win without loosing many lives and staying for years?
Is there a political solution to the relations of Sunnis and Shias?
Can the US even generate such solutions?
See where It's going?
Obama will not send the US military.

From this perspective, U.S. strategy in Iraq is partly a waiting game: Prevent further ISIS gains and wait for Sunni Arabs to turn against it. Attention can focus, rather, on countering ISIS in Syria. But if these assumptions are incorrect, as I have argued, ISIS will instead be consolidating its hold over large swaths of Iraqi territory and deepening its ties to the Sunni Arab community.

In fact, ISIS’s military success in Iraq has more to do with its integration of ideologically like-minded young Baathists into its ranks and leadership than with dependence on
an unstable alliance of convenience with older, secular Baathists.
Additionally, ISIS’s leaders learned from mistakes its predecessor organizations made during the
U.S.-led occupation. When ISIS took Mosul—with the help of other organizations—it rounded up dozens of former military, intelligence, and Baath officers in the city,
thereby eliminating potential rivals who might strike a deal with the central Iraqi government and lead a resistance.

This included at least one released Baath leader from the U.S. Army’s infamous “Most Wanted” deck of cards: Saifeddin al-Mashhadani (the three of clubs). Haider alAbadi,
a parliamentarian when Mosul fell and now prime minister, recognized ISIS’s logic in taking preemptive action in the city. He told Reuters, “ISIL knows very well
they can’t stay if these groups move against them. They are not giving them the opportunity.” At the same time, ISIS installed former Baathists as governors in Mosul and elsewhere. Instead of replacing a local administration, ISIS co-opts key parts of it.

Sunni Arab tribesmen will not rise up against ISIS unless the Iraqi government can credibly commit to support and reward in the future those who pay the high costs of
fighting ISIS today.
The tribal uprising in 2007–8 spread rapidly because the presence of U.S. troops allowed sheikhs to have authority in geographically demarcated areas, which is unlikely to be an option against ISIS now. The formation of the Iraqi National Guard is an attempt to make a credible commitment to integrate tribesmen and former insurgents into the security services, but the inability of Abadi to wrest control of the Interior Ministry from the Iranian-backed Badr Organization makes it unlikely that Sunnis will trust that the vetting process will be fair or that the National Guard will be properly funded and adequately supported in the future.
