Paris Air Show: What’s in store

Although the biennial air show in Paris has become increasingly dominated by the commercial airline sector, much like its British counterpart at Farnborough, there will still be plenty to sate the most discerning military and civil rotorcraft buff
.


While US military aircraft will be absent from the flying display, the US Air Force makes a return this year to the static area, while the Dassault Rafale, Airbus A400M and the CAC/PAC JF-17 fighter will appear in the skies during the show.

Among the military aviation updates journalists will be chasing during the event is more detail about the cause of the A400M crash on a test flight on 9 May.

Airbus Defence and Space has made a point of announcing that the A400M known as MSN6 will take part in the flying display, performing the same routine that it has been demonstrating at air shows since 2010.

Another storyline surrounds the UK government’s intention to reinstate a maritime patrol aircraft capability, which should be determined by the publication of the latest Strategic Defence and Security Review (SDSR) later this year. Among the aircraft on display that could fill the requirement are the Boeing P-8 Poseidon, Airbus C-295 and the Lockheed Martin C-130J.

In terms of new innovations, the organisers have released a list of more than 300 ‘new products’ that will be displayed at the show, ranging from new platforms and subsystems, down to small components and tooling equipment.

On the helicopter front, one key question is whether two significant new helicopter programmes will have managed to achieve a first flight in advance of the show.

The first flight of the Bell Helicopter 525 super medium helicopter has already been delayed, with the company originally promising it would take place in 2014 (an indication, perhaps, that the fly-by-wire flight control system is proving unexpectedly complex).

Conversely, the maiden flight of the Airbus Helicopters H160 came only a few months after the unveiling of that aircraft in March, although the public launch of the programme was arguably pushed back until the company was happy with its maturity.

However, now that the H160 has emerged from Airbus Helicopters’ X4 project, questions will be raised at the air show about the status of the upcoming X6 and X9 programmes.

One of the larger requirements for military rotorcraft manufacturers expected to be awarded this year is in Poland, where the government is looking to procure some 32 attack helicopters.

Airbus, Bell, and Boeing will be positioning themselves as the obvious choice for the tender, while Turkish Aerospace Industries (TAI) is bringing its T129 ATAK helicopter to help push the virtues of its joint bid with AgustaWestland.

TAI will also display its Anka medium-altitude, long-endurance unmanned aircraft it is developing for the Turkish Air Force.

With United Technologies indicating it will put Sikorsky up for sale, questions will also be put to potential suitors about a possible purchase of the US rotorcraft giant. Boeing, Lockheed Martin and Textron have all been cited as interested, if we can believe reports from those ever-reliable ‘industry sources’

Israel Aerospace Industries (IAI) has conducted flight demonstrations of its Harop loitering munition for an undisclosed foreign customer, the company announced in advance of the Paris Air Show.


The company has conducted several other operational exercises for various customers in the last few months.

During this latest series of demonstrations, Harop reportedly showed its capabilities in flight altitude, observation and loitering, target destruction and manoeuvring. The missile loitered several hours until a target was selected and it dived onto it.

The Harop munitions unit consists of a mission control centre and several launchers. The control centre enables man-in-the-loop operations for engaging and aborting the attack in real time. The missile has a 15kg warhead that can be used in high to low intensity conflicts, counter-terrorism and urban warfare operations.

The launchers in the Harop unit are transportable and can be moved to the target area. The missile can engage stationary and moving targets in any attack angle and direction, from vertical to flat.

IAI has sold hundreds of Harop systems to various customers and plans to promote its capabilities during the Paris Air Show.

Israel Aerospace Industries (IAI) has unveiled the new Ultra range of UHF active electronically scanned array (AESA) modular radars at the Paris Air Show.


The radar range was developed by ELTA Systems Group, an IAI subsidiary, and is capable of early warning, long-range search and tracking of ballistic missiles and low observable air breathing targets. It offers low long-range RCS target detection and can operate in dense electromagnetic environments and all weather conditions.

The Ultra radars use a common and modular UHF cluster architecture that can scan a wide range in azimuth and elevation. The basic modular cluster can be scaled up to six, and combined to form a 22-cluster configuration.

The Ultra-C1 single-cluster configuration is a mobile system that enables autonomous search and detection for up to 500km for fighter aircraft while the C6 six-cluster configuration can be used for early warning and long range satellites, airborne targets at long ranges and ballistic missiles. The C22 configuration is designed for space objects and ballistic missile detection at long ranges.

Nissim Hadas, executive VP, IAI and president, ELTA Systems Group, said: 'Ballistic missiles present a significant global threat to nations, expeditionary forces and global peace-keeping missions. We note increasing requirements worldwide for early warning radars, in order to extend the currently available air situation picture and allow commanders and decision makers the valuable extra time for making informed and educated decisions concerning necessary defensive measures.'

Paris Air Show: TAI eyes export sales

After a period of rapid expansion since 2005, Turkish Aerospace Industries (TAI) is entering a new phase and believes the appearance of its equipment with the Turkish Armed Forces will help push initial export sales.


TAI president and CEO Muharrem Dörtkaşli told Shephard the company was ‘working very closely’ with several governments which were considering the T129 ATAK attack helicopter, but was unable to provide specific details on the offers.

‘We do have several potential customers we are talking to,’ he noted. ‘We have several contracts now with the Turkish government and are putting major items of equipment into the inventory of the Turkish Armed Forces.’
Among the current international opportunities the company is actively chasing is Poland’s plans to purchase 32 attack helicopters, recently signing two MoUs with Polish defence companies as it builds up to compete for the programme.

The company has not involved the T-129 in the flying display at Paris but hopes to fly the attack helicopter at the MSPO exhibition in Poland in September.

In addition to the T-129, the company has been working for several years to supply the Anka UAV and Hurkus basic training aircraft to the Turkish Armed Forces. ‘It is clear that once these platforms enter service, our success will get bigger,’ Dörtkaşli added.

TAI has already developed into a $1 billion business over the past ten years and has ambitions to raise this further to $2.5 billion by 2023 – the hundred year anniversary of the Turkish state.

As it looks to steadily reduce its reliance on foreign suppliers for its military equipment needs, the Turkish government has placed particular emphasis on the rotary wing sector, launching a number of flagship developmental programmes under the stewardship of TAI.

In addition to being prime contractor on the T-129 programme, it will also build 109 T-70 helicopters for operation by the Turkish government under a contract signed in 2014 with Sikorsky.

However, the programme has taken several years getting through red tape, with the agreement between the two companies taking three years to settle and Sikorsky now seeking the requisite export approvals from the US government.

Dörtkaşli denied there was any underlying issue with the programme, stating that the two companies had not been sitting still waiting in the meantime and would be well-placed once the required approvals are gained.

Under the $3.5 billion programme, the aircraft will be assembled in Turkey by TAI using Western and Turkish components, while Aselsan will develop a new cockpit avionics system for the T-70.

Paris Air Show: Orbiter 1K loitering UAV unveiled

Israel-based defence company Aeronautics Ltd will use the Paris Air Show to publicly unveil the new Orbiter 1K UAV.

Launched from a catapult, the Orbiter 1K can fly for between two to three hours, carrying a multi-sensor camera with day-and-night channels, and is the first loitering UAV produced by the company–although it shares the same structure as the Orbiter 2

Given a specific waypoint, the Orbiter 1K can detect and destroy a moving or a stationary target, according to an official company statement. The system can also be tasked to operate within a given area range, where it will independently scan the area and detect and destroy stationary and moving targets.

In the event of a target not being detected or change in operation, the system recovery allows it to return to base camp using a parachute and airbag.

A spokesperson for Aeronautics said: ‘Due to the high demand in the market for this type of loitering UAV, the Orbiter 1K is expected to become operational soon.

‘Based on the avionics systems and structure of the Orbiter 2, Aeronautics’ aim is to provide its customers with a communal versatile solution, using the same basis infrastructure for both products.’

Israel Aerospace Industries (IAI) has integrated its high definition M-19HD EO payload with its Heron TP UAV, enabling area dominance capabilities and long-range persistent surveillance options, the company announced on 9 June.


The M-19HD payload was developed and made by the Tamam division of IAI and completed flight tests on-board the Heron 1 UAS and other manned platforms. According to IAI it is now being offered to several customers.

The M-19HD multi-sensor, multispectral, high-definition observation and targeting payload can incorporate up to seven sensors at the same time. It enables continuous day/night surveillance in all weather conditions. Its multimode automatic video tracker is designed to reduce operator workload and improve situational awareness and its embedded inertial measurement unit/global positioning system provides geo-location capabilities.

The payload can operate on various platforms such as fixed-wing aircraft, combat helicopters, maritime vessels, aerostats and high/medium-altitude, long-endurance UAVs. The sensor configuration options include: two HD day cameras, a HD infrared zoom camera, laser designator, laser range finder, near-infrared laser illuminator, laser pointer and short-wave infrared camera and electron-multiplied charged-coupled-device.

The UK’s Watchkeeper tactical UAS could operate from austere airstrips by 2017, it has emerged.

During a media briefing at the Thales facility at Gennevilliers on 2 June, Lt Col Craig Palmer, British Army Watchkeeper programme manager, said: ‘The next milestone will be reaching full operational capability by 2017, including de-icing and (taking off from) austere airstrips. Developments in a few years could include sensors, data links, and bigger engines.’

The British Army is continuing its development programme, while advancing efforts to integrate the system into civilian airspace and the training of operators by UK instructors gather pace.

Palmer said development of the system had continued following the UK withdrawal from Afghanistan. Some 400 flying hours had been accrued since operations concluded, while the system represented a ‘step change in capability’ for the British armed forces.

‘Post Afghanistan the first student will be trained by UK instructors in October 2015. We are building our confidence and now doing army training in the UK,’ he said.

Flights are being conducted in civilian and restricted military airspace around Salisbury at altitudes of up to 11,000ft.

A total of 54 Watchkeeper UAS had been ordered by the British Army, which aims to operate a total of 13 systems, including trained personnel and support. At present two full systems are in operation.

Pierrick Lerey, strategy and marketing director Thales UAS and ISR, said the French Watchkeeper programme would see around 35% of the system built and sourced from France. The UAS itself would be constructed in the UK.

‘Watchkeeper is now a modular prospect and we have strong prospects in the EU and Middle East. The UK programme is funded up to 2042 and we also plan to launch a customer club, where stocks, training and feedback can be shared,’ he said.

The near £1 billion UK Watchkeeper programme had been hit by a number of delays, both of its deployment to Afghanistan and subsequent efforts to integrate the system into civil airspace. The platform is a development of Elbit Systems’ Hermes 450, which was previously operated by the UK’s armed forces.

While rotorcraft are ‘utterly essential’ to modern military operations, vulnerability,
range and cost issues
continue to hamper their utility, according to one senior British Army helicopter commander.

Col Peter Eadie, commandant of the British Army’s Aviation Centre, said the lessons of recent operations had only reinforced the perception that helicopters were ‘game-changers’ for military commanders.

As one example, he described the Royal Air Force’s medical emergency response team-configured Chinooks that operated in Afghanistan as an example of how to provide the ‘gold standard in casualty extraction’.

‘That whole package was on five minutes notice to move, 24 hours a day for ten years – it was an incredible capability,’ Eadie told the HeliOps conference in London on 4 June

1. Canada-based Bombardier is joining the Lockheed-Raytheon team to build a replacement for the aging JSTARS (Joint Surveillance Targeting and Attack Radar System) aircraft, Lockheed Martin announced today.

2. The incumbent, Northrop Grumman, announced last week that it would team with General Dynamics, Gulfstream, and L-3 to compete for the program. This means Northrop and Lockheed are going head to head on both the B-3 bomber program and the JSTARS recap. Northrop built the B-2 bomber and JSTARS.

3. Boeing is going with a modified 737-700, similar to the Navy’s P-8 Poseidon.

Raytheon Focuses On Creating Cyberweapons, but Specifics Remain Elusive

The discussion around cyberspace most often focuses on how to defend networks. But the Pentagon’s cyberstrategy, released in April, has Raytheon officials thinking more and more about how to create cyberweapons.

The U.S. Defense Department’s strategy has five phases: The first was to build a force of 133 cybermission teams by 2018 – including 27 combat mission teams. The second is to defend the Pentagon’s information network, data and missions. The third is to defend the homeland. Next is a call to build “cyberoptions” for the president, and finally another to deter threats internationally.

With force building and work on defenses well underway, Bill Leigher, chief of Raytheon’s cyberstrategy, says that cyberoperators will have to be equipped, which could create an opportunity for a company that has long specialized in making weapons.

“My sense is there also have to be cybertools, cyberweapons that have the same characteristics as any other weapon – that a combatant commander would understand instinctively where and how it can be used,” says Leigher. And then a commander could assess the damage it caused and fit into a campaign as any other weapon would, he says.

Cyberweapons could have a battlefield advantage – a nonlethal alternative, adds Matt Daly, a chief technology officer at Raytheon. In the past, commanders would call on a bomb to take out an antenna. Now, a software packet could disable the antenna without causing collateral damage.
Although the officials are discussing the concept of cyberweapons, the specifics remain elusive, as discussions about capabilities are maturing, Leigher says. That makes it tough to talk about individual programs.


But broadly speaking, cyberweapons could have a range of kinetic effects. Batteries could overheat, for example, power supply stations could be shut down. “There are lots of examples of real-world physical things you can do,” Daly says.

U.S. Air Force Secretary Says U.S. Could Rotate F-22 into Europe

PARIS — In response to a resurgent Russia, the U.S. Air Force is increasing its presence in Europe, including the possible deployment of an F-22 Raptor, according to the service’s secretary. “I could easily foresee the day … when the F-22 might rotate in,” Deborah James told reporters at the Paris air show here June 15, adding that she could not specify a date by which they would be sent.

The additional show of force will help counter Russia – the issue that James sees as the “biggest threat” facing the U.S. She is leaving the bi-annual air show to help reassure counterparts in allied nations across Europe. James will visit the U.K., where the U.S. has deployed B-2 and B-52 bombers; Italy, where the U.S. has sent unmanned ISR platforms; and Cyprus, where U2s are located. Then she will head to Poland for bilateral discussions.

“Russia is on our minds. It’s on the minds of our allies as well,” James says.

Gen. Frank Gorenc, commander of U.S. Air Force Europe, has been assigning active and reserve forces for exercises and seen an increase in priority for the European theater. “This year we were able to prioritize two theater security packages,” one for the A-10 and another for the F-15, he says. Those have focused on training, exercising and helping allied personnel gain skills as joint terminal attack controllers.

The two pilots are the nominated display crews for the JF-17 force in Pakistan and have put the aircraft through its paces during Pakistan Day celebrations in March

The display in Paris is their first in Europe, although the aircraft did appear in the static display of the Farnborough Airshow in 2010.

But showing off the aircraft at the Paris Air Show posed a new set of challenges.

“The Paris Air Show flying display regulations have very stringent rules,” says Usman – call sign Thunder 1.

“There is a maximum altitude of 4,000 feet and a minimum of 500 feet and sector minimas, so we have to keep to those limitations. But we push the aircraft to its limits. We are not holding back. We want to show the full envelope of the JF-17,” Usman said.

Usman and Yasar experience 7-8 g during their maneuvers, which they practiced at their Peshawar base before traveling to France.

The air force brought three JF-17s to Paris, accompanied by a pair of C-130 Hercules carrying their ground equipment and personnel. The aircraft made six stops en route: Pakistan, the United Arab Emirates, two in Saudi Arabia, one in Turkey and one in Italy. The journey takes three days.

“We are very happy to be presenting the JF-17 at an international forum,” Usman said.

Paris Air Show 2015: Antonov reveals An-188 strategic transport aircraft

Antonov is developing a jet-engined version of the An-70 strategic transport aircraft, the An-188, company officials announced on 15 June at the Paris Air Show.


Dmytro Kiva, Antonov’s president and general designer, said that following the acceptance of the turboprop powered An-70 into Ukrainian service in January, “this aircraft has become the basis of the new An-188 with jets.”

The company is positioning the An-188 in a similar niche to the An-70 or the Airbus A400M, with its maximum take-off weight of 140 tonnes and maximum payload of 40 tonnes, sitting in between that of the Lockheed Martin C-130 (79/20 tonnes) and the Boeing C-17 (255/75 tonnes).

Kiva said that the “aircraft [will be] able to operate from unpaved airfields [and] short airfields” of 915 m in length. As the aircraft used turbofan engines it “would provide “high economic efficiency and small fuel consumption”, he added. Antonov specifications state the aircraft will have a fuel consumption of 4,600 kg per flight hour.

With the Ukrainian firm keen to move away from its previous relationship with Russia, and to try to increase the export potential of the aircraft, the An-188 is intended to be fitted with “western avionics and equipment, including engines”.

Asked by IHS Jane’s if and when the company would begin building a prototype An-188, or when it might even be ready to fly, Kiva said the company was now working and negotiating, but “we are not ready to say exactly when it will be ready to produce. But it’s fair to say we have changed the An-70 considerably, because it’s not only another engine, it will be another construction of the aircraft including in particular an enlarged wing.”

Thales announced it has successfully integrated its I-Master radar system into the Scorpion, giving the pilot an array of sensors including Ground Moving Target Indication, Synthetic Aperture Radar and Maritime Moving Target Indication that help identify moving targets at distance over land and sea.

Thales touts its I-Master radar as suited for ISR missions including maritime security, border protection, disaster/humanitarian relief and counter narcotics, capabilities that hint at the platform's possible use in Latin America.

The rapid integration was made possible because the plane does not need to be recertified for flight after major software change to the mission module because it is separate from the plane’s operating software.

As an example of the plane’s flexibility, Anderson said Scorpion could be flown for student flight training in the morning and then be flown on a combat mission in the afternoon.

Source: IHS/Patrick AllenSeveral Arab states are interested in acquiring Textron unmanned aerial vehicles (UAVs), including armed versions of the Shadow, according to Tarek Mekhail, the US company's vice president for the Middle East operations.

"There is a large amount of interest in unmanned aerial systems in the whole region," Mekhail told IHS Jane's during the Paris Air Show. "There's no one that has gone out and made a really big [UAV] purchase yet [so] the market is wide open right now."

He said Textron has already sold UAVs to one Middle East customer - he could not name - to help monitor oil and gas infrastructure and that the company currently has two proposals out with potential clients and expected to submit a third before the end of the year.

Saab has laid out its plans for continued development and support of the Gripen C/D fighter (pictured), to run parallel with that of the GripenE.
Saab sees continued global sales opportunities for its Gripen C/D combat aircraft even though it is now actively marketing the more advanced E/F models, according to a senior company representative.

Speaking to reporters ahead of the Paris Air Show, the head of the Aeronautics division, Ulf Nilsson, said that Saab will carry on campaigning for the C/D aircraft, for which there will be a continuous upgrade programme to keep it at the forefront of military capabilities through to at least 2035.

The An-178 making its maiden flight on 7 May. Antonov is to debut the aircraft on the static line-up at this year's Paris Air Show.

A highlight for the static display at this year's Paris Air Show is the new Antonov An-178 transport aircraft.

The twin-jet tactical airlifter is making its debut appearance outside of Ukraine during the event, which is set to run at Le Bourget from 15 to 21 June. This appearance comes just over a month after it began flight trails out of Kiev-Antonov Airport (Gostomel).

Set to replace the An-12 'Cub', the An-26 'Curl', and the An-32 'Cline' airlifters in the Ukrainian Air Force, the 18-tonne-payload An-178 should also be a viable contender on the international fixed-wing medium-lift market. Its nearest rivals will comprise the Lockheed Martin C-130J-30 Hercules (22 tonnes); the Embraer KC-390 (23 tonnes); and the United Aircraft Corporation-Hindustan Aeronautics Limited Multirole Transport Aircraft (15-20 tonnes).

Having first been revealed in 2010, the An-178's maiden flight took place on 7 May, though no specific details relating to the flight or test timelines have been revealed.

The An-178 is essentially an An-158 regional jet with a rear loading ramp (the two types share a number of components, including the front fuselage and cockpit, and nosewheel leg).

Specifications listed in IHS Jane's All The World's Aircraft: Development & Production give the An-178 a cargo hold measuring 16.65 m including ramp, or 12.85 m excluding ramp; a 2.745 m width at the floor, and a height of 2.75 m; a floor area of 40 m², and a hold volume of 125 m³ (both including the ramp). Its wingspan is 28.84 m, 32.95 m in length, and 10.14 m tall.

The aircraft has a maximum payload of 18 tonnes and a range of 1,000 km fully loaded. Its cruise speed is 445 kt, and requires a 2,500 m runway from which to operate
