היות והמדינה עדין לא נכבשה אפשר להגיד שכל הרמטכלים הצליחו בעבודתם לא ?

ביקורת על הצבא ועל העומדים בראשו נשמעת גם בעת "שלום". מעט מאד ביקורת משמעותית או עניינית על תפקוד הצבא היתה במבצע עופרת יצוקה ולפני כן בחומת מגן, כך שאפשר להיות מפקד בעת מלחמה ולצאת בסדר. מאידך, מפקדים רבים זכו לביקורת קטלנית בצדק בגלל תפקוד לקוי או החלטות שגויות. ישראל איננה ששה למלחמה, למרות שמנסים להציג אותה ככזאת, ומפקדי הצבא שלה מתיישרים לפי הדרג הפוליטי ואינם מחרחרים מלחמה למרות שמנסים להציג אותם ככאלה - הם לא פציפיסטים, אלא פשוט כפופים לדרג המדיני שמהסס מאד (לפעמים מדי) להפעיל כח.

מלחמה או מבצע מוצלחים = רמטכ"ל טוב. לא מוצלחים? רמטכ"ל רע. אין שום קשר לאיכות הביצוע של הרמטכ"ל עצמו. אני אשים את צווארי ואומר שמבין מופז וחלוץ, חלוץ היה הטוב יותר, ובכל זאת מופז לא זכה לקיתונות שהגיעו לו (ובצדק).

הוא עשה (מעט) רפורמות מאוד נחוצות (שבוטלו למרבה הצער), לדוגמה - הפרדת תפקיד הרמטכ"ל מאחריות פיקודית ישירה על חילות השדה.

אממ..למופז היתה את האינתפאדה על הראש, הגיוני שיעביר את מירב הכוח לשם. אז אולי הפגיעה באימונים היתה חריפה מהדרוש, אבל גם אוטובוסים שעפים באוויר זה לא כל כך טוב.

יש דרך וצורה לעשות כל דבר. אוטובוסים שעפים באויר זה דבר לא טוב, אבל חוסר יכולת להוציא לפועל לחימה אל מול גורם זר, זה עוד פחות טוב. צריך לזכור שהדילמות שעמדו בפני מופז היו לא קשות יותר מאשר רמטכ"לים רבים אחרים.
תפקידו של הצבא, תפקידו העיקרי של הצבא, הוא להיות מוכן ללחימה מול אויבי חוץ.

לעיניין אחריות ללבנון: לא זו בלבד שצה"ל התנוון תחת מופז כרמטכ"ל ושר ביטחון, אלא הוא גם לא התאמץ במיוחד להסביר זאת לאולמרט ופרץ חסרי הניסיון. הוא ישב איתם על מפות במקום להתעקש על הימנעות מלחימה קרקעית, או הכנה יסודית אליה.

אני חושב שההשוואה בין מופז לאחרים שונה מהותית. קודם כל כי המצב הבטחוני היה שונה בהרבה. מצב כמו בזמן חומת מגן לא היה אפילו בפיגועי 95-96. שנית- אם ההנחייה של הממשלה היא למגר את הטרור אז צריך למגר את הטרור. האם היה עליו להתפטר בזעם? להתריע בפני כולם שהצבא לא מוכן כלל? ייתכן.

מה עם שנות ה-40-50? מה עם השנים בין 67-73? אלה לא היו שנים קשות? 76-82 לא היו שנים קשות? כולן היו קשות, ובכולן היה ברור מהו סדר העדיפויות - קודם המדינה, אח"כ הבטחון. בן גוריון, למרות הסתננויות של הפידאיון אל תוך לב ליבה של הארץ צמצם את הצבא לסד"כ זעיר לעומת היום, פשוט כי ברור שכלכלת המדינה דורשת זאת, אפילו אם יהיה תשלום בדם.
מופז קיבל הוראה לפעול נגד הטרור (נניח - זה היה יותר הוראה עצמית). איך, מה, כמה ומתי נותרו לשיקולו הבלעדי. האם היה צורך להפסיק את קיומו של הצבא? לא. האם התשלום על ניוון זה גבוה וחמור בהרבה? בטח! ראה את הקדימון של 2006.
האם קיים מצב כלשהו, חוץ מחידלונה של המדינה, שתומך בריסוק הצבא?
ההנחה שלך, כאילו בפני מופז לא עמדה כל ברירה מלבד ביטול האימונים, צמצום ההכשרות וגריעת הכשירות הקרבית של צה"ל, משוללת כל יסוד. מדובר במצב שהוא self inflicted - העדפה של הצלחה בטווח הקצר, וקצירת יוקרה על קיום ושיפור (רחמנה לצלן) המערכת לטווח הארוך.

זה ממש לא מחזק את מה שאמרת - מה לקביעת מסגרת תקציב צה"ל, ולפריסתו? מה לקביעת מסגרת הסד"כ הצה"לי ולפריטת המסגרות בתוך הסד"כ הזה?הממשלה לא מחליטה האם לשלוח את קורס מ"כים לחודש לשטחים. היא לא מחליטה איך מווסתים את תקציב הבטחון, היא לא זו שהעבירה תקציב המיועד לאימוני מילואים לטובת דברים אחרים, היא לא עוסקת ברכש של ציוד ותחמושת והיא אפילו לא קובעת את הסד"כ הפעיל והזמין של צה"ל.
בן גוריון כשר הבטחון קבע את גודל הצבא, הממשלה את התקציב שלו. מה שהם עשו בתוך הצבא בכל האמור לבניין הכוח והפעלתו הוא אחריות רמטכ"ל.

אין שום תימוכין לכך ששרון, או שר הבטחון שלו באותה תקופה אמרו למופז לעצור את כל ההכשרות ואת כל האימונים ולשלוח את כל הסד"כ הזמין לשטחים. אין שום סיכוי שבעולם שזה קרה.

הצבא עושה מה שאמרו לו במסגרת ההגבלות, לא? אם אמרו לו- אוקיי, עכשיו נכנסים לקסבות ומרוקנים את המקום מחמושים, אז צריך לשם יותר סד"כ. אם אמרו לו- עכשיו מפחיתים את הפיגועים- אז מעבירים לשם יותר גדודים שייתפסו קו. אל תשכח שגם רוה"מ ושר הביטחו ןהיו אנשי צבא, לא כאלו שאפשר לערבב.

ועדיין לכך שום קשר להחלטות המצויינות לעיל. אפשר לעשות את כל זה, ועדיין לשמר את התקציב המיועד לאימונים, להמנע מלפגוע בקורסי מפקדים, לקבוע תיחומי סד"כים וכשירות וכל אותם דברים הנדרשים בשביל לשמר כשירות מלחמה בצבא.
הממשלה לא מחליטה כמה גדודים להציב באיו"ש, לא מחליטה להכנס לקסבות (אלא אם כן מדובר בשינוי של הסטטוס קוו, כמו הכניסות הראשונות), לא קובעת את הסד"כ המדובר. אין שום הנחיות מלמעלה שקובעות דברים כאלה, ואתה תופתע עד כמה הצבא חסר הנחיות ברורות גם לגבי הדברים שהממשלה צריכה לקבוע לגביהם.
