Only few memory vendors which pay Asus to list their ram in Asus QVL, and we are 100% sure our ram can works on Asus P5B-D motherboard.
You need to manually set timing to 4-4-4-12-4-42-3-11-7-13 on bios and DRAM voltage to 2v. 400MHZ is DDR2 800.
None of the memory can boot up with DDR2 800 with 4-4-4-12 1.8v as default motherboard voltage.

אבל למה הכוונה כאן:

So basically you want me to manually set the Memory Voltage to 2V, right? You sure it's should be 2V not 1.9V or 1.95V?
Changing the memory Voltage is possible trough the BIOS. On the other hand, the timing isn't possible, as far as I can tell anyway.
You also told me to set the timing to 4-4-4-12-4-42-3-11-7-13 on the BIOS, I have an option there called "Configure DRAM Timing by SPD" and I can choose Enable and Disable. But I think that is something that has to do with the Chipset, not with the memory, since it is under the North bridge menu.
Anyway, I read the documentation and I can't find where to manually set the timing on the BIOS, can you tell me where and how can I do it?
