Spain Freezes Missile Buy, Lending Hope to U.S. Firms

A recent decision by Spain to freeze plans to buy air-to-ground missiles for its Army and Navy helicopters has revived U.S. industry’s hopes of selling its Hellfire guided weapon, Spanish and American officials said.
The Spanish Army had planned to buy the Israeli Rafael Spike missile for its Tiger attack helicopter, but after it emerged that the Spanish Navy was looking to buy Lockheed Martin’s Hellfire guided missile for its MH-60 Seahawk helicopters, the government suspended purchases until after the March 2008 national election, a Spanish industry executive said.
The Spanish Navy wanted to buy the Hellfire because the U.S. Navy operates that weapon on its fleet Seahawks and there would be no integration costs, the Spanish executive said.
Buying Hellfires, however, would mean Spain operating two lots of incompatible missiles — the Spike for ground troops and the Tiger attack helicopter, and the American-built Hellfire for the Navy Seahawks.
The Spanish Army has already bought 2,600 Spike missiles for its ground troops, reportedly worth $424.5 million.
A U.S. government official said the decision to suspend procurement means a fresh opportunity for Lockheed Martin to sell the Hellfire, which had lost out to Spike for the Tiger.
France has lobbied Spain to pick the Hellfire for its Tiger, as integration costs have been fully paid by the Australian government for its Tiger Armed Reconnaissance Helicopter.
The French Army has opted for the Hellfire for its Tiger fleet, and French procurement officials argued that a joint French-Spanish purchase of the U.S. missile would have cut costs.
A French Army officer said the Spike failed to meet the French service’s rules of engagement.
The freeze means the Spanish Army has not bought Spike, but it is paying for the integration costs on its own.
French and U.S. officials say the Spanish integration costs are high given the relatively small number of Tigers — 24 — Madrid has ordered.
Given that integration means the new missile would only enter service in one to two years, the purchases for Tiger and Seahawk have been put off until after the national election, the Spanish executive said.
Rafael officials declined comment
