Spain Socialists want democracy classes for Imams

Spain's ruling party has recommended stricter control over mosques and "democracy training" for Spanish-based imams in the wake of the March 11 bombings which killed 191 people in Madrid.

Spanish police have arrested more than 70 people, some of whom preached at or attended a local mosque, on suspicion of playing a role in setting off 10 bombs aboard four packed commuter trains three days before a general election. Some of the people arrested have subsequently been released.


The recommendations appear in a 46-page report by Socialist party representatives on a special parliamentary commission set up to look into the Madrid bombings. Reuters obtained the report on Thursday.


The parliamentary commission held its hearings last year from June until it recessed on December 22. Representatives of the political parties on the commission were given until February to draw their own conclusions to be used for joint recommendations.


One proposal calls for "promoting an intense cooperation" between state institutions and Islamic leaders "to make training in democratic values possible for the people who attend the imam training schools in our country."

Another suggests providing state economic aid to Islamic leaders -- similar to the way the Roman Catholic Church currently receives money -- in order to "hold them legally and socially responsible."

The commission is offering a public account of what happened while a separate criminal investigation is under way. The first criminal trials are expected in the fall.


The Socialist recommendations call for greater coordination among the various police and intelligence services, hiring more Arabic speakers to work for the courts and police, and tripling resources for police units that fight terrorism.


"Some recommendations in the report have already been acted on -- such as the creation of a corps of prosecutors specialising in Islamic militant violence -- while others have been proposed elsewhere, such as the creation of a European agency to regulate immigration from outside the 25-nation bloc.


A section of the report is dedicated to Islam, saying it should be free from discrimination and its adherents able to practice Islam without fear of reprisals.


But it also proposes "a clearer legal definition of the Islamic community before the law" and codifying offences that would justify "dissolving religious groups or suspending their activities."
