The first is the growing shortfall in electronic warfare, a gap most easily filled with more EA-18G Growlers, a Hornet variant and the military’s only high-performance jamming aircraft currently in production. (The F-35C, the Navy variant of the Joint Strike Fighter, has some significant jamming capability but won’t be ready for Initial Operational Capability by August 2018, and no later than February 2019.) The second is the accelerated aging of the Navy fighter fleet, a gap most easily filled by F/A-18E/F Super Hornets given recent reductions in the number of F-35Cs the Navy plans to buy.

In parallel to Work’s review is a separate, parallel Navy process to figure out how to fix the Navy’s aging fighter fleet. After all the disruptions of 2013 — “sequestration… a hiring freeze… furloughs…no overtime,” Greenert recounted — the military’s maintenance depots fell badly behind. For Navy and Marine aircraft, that backlog was compounded by the discovery that the fleet’s oldest fighters, the F-18A, B, C, and D “legacy” Hornets, had suffered more corrosion and required more repair work than the service had planned on.

Navy destroyer damaged by test missile explosion

A missile exploded shortly after it was launched from a U.S. Navy destroyer during a planned test exercise last week off the coast of Virginia, the Navy confirmed to CNN Thursday.

USS The Sullivans, a guided-missile destroyer, suffered minor damage to its port side after the test missile malfunctioned as it was fired on Saturday. The damage was caused by missile debris and no one was injured in the incident, according to Chris Johnson, a Navy spokesman.

"An investigation into the malfunction has been ordered and is being conducted by the Navy's Program Executive Office for Integrated Warfare Systems, which is part of Naval Sea Systems Command," Johnson said.

According to Johnson, the malfunctioning missile was a Standard Missile-2 (SM-2), which is primarily used to counter traditional air threats, like fighter jets.

It's 7,800 tons, 337 feet and $2 billion worth of steel and stealth, with war-fighting controls that look like a big arcade video game.

That new-boat smell may have worn off a bit during sea trials, but the man in charge was pumped with pride as the U.S. Navy's newest submarine joined the fleet in a commissioning ceremony at Norfolk Naval Station on Saturday.

"The shiniest and coolest thing I've ever seen in my military career," Cmdr. Daniel Caldwell, a 22-year Navy veteran and the first captain of the USS John Warner, told CNN. "It's going to make whatever I do next anti-climactic."

The U.S. Navy will not be able to keep an aircraft carrier in the Persian Gulf for much of the fall season, according to a Navy official. The official said that's because the Navy has to schedule needed maintenance after years of extended deployments and because of reduced spending due to mandatory budget cuts.

While there have been so-called "carrier gaps" in the Persian Gulf before, this one will leave the Navy without the presence of a high-profile aircraft carrier just as a proposed nuclear deal with Iran is at center stage. It also comes as Iranian naval forces have conducted low-level harassment of U.S. and other shipping in the region.

U.S. military officials insisted that there would be no impact on U.S. operations in the gulf because the Air Force can briefly send additional, land-based aircraft to the region if needed. Airstrikes against ISIS targets in Iraq and Syria are also largely undertaken by the Air Force. The Navy accounts for only about 20% of the ISIS strike missions.

WASHINGTON (NNS) -- Secretary of the Navy Ray Mabus announced Aug. 19 that the next Independence variant Littoral Combat Ship will be named USS Oakland (LCS 24).

The ship will be named to honor the long-standing history its namesake city has had with the Navy.

The future USS Oakland will be the third naval ship to bear the name. The first, commissioned in 1918, was largely used to transport cargo; the second, commissioned in 1942 during the height of World War II, was only in service for seven years, but was key in many antiaircraft missions in places such as Pearl Harbor, Marshall Islands, Pagan, Guam, Iwo Jima, Rota, Peleliu and Okinawa. After the war, Oakland performed two duty patrols off the coast of China before being decommissioned.

A fast, agile surface combatant, the LCS provides the required war fighting capabilities and operational flexibility to execute a variety of missions in areas such as mine warfare, anti-submarine warfare and surface warfare.

The ship will be built with modular design incorporating mission packages that can be changed out quickly as combat needs change in a region. These mission packages are supported by detachments that deploy both manned and unmanned vehicles, and sensors, in support of mine, undersea, and surface warfare missions.

Oakland will be built by Austal USA in Mobile, Alabama. It will be 419 feet long and be capable of operating at speeds in excess of 40 knots.

The US Department of Defense (DoD) has awarded Raytheon a USD29.75 million contract that includes the delivery of Mk 54 Mod 0 Lightweight Torpedo (LWT) kits to the Indian Navy.

The contract, which was announced on 31 August, covers the manufacture and delivery (plus engineering and repair services for the upgrades) of 100 LWT kits for the US Navy (USN) and 68 LWT kits for India, Turkey and Australia under the Foreign Military Sales (FMS) programme. The breakdown of FMS numbers was not disclosed.

Deliveries are expected to be completed by 30 September 2017.

The 230 kg, 2.59 m long Mk 54 Mod 0 is an anti-submarine torpedo used for littoral scenarios (including operation in both shallow and deep water environmental conditions). It can be launched from surface ships, submarines, helicopters, and aircraft and is interoperable with existing Mk 46 and Mk 50 launch platforms.

מאז דצמבר 2014 הודחו מפקדיהם של 4 כלי שיט נוספים ו 3 בסיסים נוספים. השבוע הודחה המפקדת של ה USS WHIRLWIND, אחת מספינות הסיור של הצי ה 5 במפרץ הפרסי, וזאת בתום "קדנציה" בת 4 חודשים בלבד. חודשיים קודם לכן בספטמבר 2015 הודח מפקדה של סיירת הטילים USS Anzio בתום קדנציה בת פחות משנה. 4 חודשים קודם לכן הודח מפקדה של ספינת האחות ה USS Lake Erie בתום קדנציה בת שנה (נזכיר רק שגם מפקדה של ספינת האחות הנוספת ה USS Cowpens הודח אף הוא באוקטובר 2014). חודשיים קודם לכן בפברואר 2015 הודח מפקדה של צוללת התקיפה הגרעינית ה USS Mississippi. במקביל אלו הודחות מתפקידם מפקד כנף התקשורת האסט', (יחידה האמונה בין היתר על התקשורת המאובטחת עם צוללות הטילים) מפקד אחד ממחוזות הגיוס של הצי של הצי, כמו גם המפקד של אחד ממחוזות הגיוס של הצי וגם המפקד של בסיס הצי בגוונטאנמו.
הזכיר מעבר ל USS Cowpens שהוזכרה לעיל, במחצית השנייה של 2014 הודחו מתפקידם גם מפקדה של הנחתת הגדולה USS Germantown, גם מפקדה של משחתת הטילים USS Stethem, מפקדה הטרי של הנומ"ס בוקסר (ההדחה התבצעה חצי שנה אחרי שביקרה בנמל אילת, הגם שהביקור ההוא היה תחת המפקד הקודם), ואפילו על מפקדה של הפריגטה USS Vandegrift לא חסו זאת חודשים ספורים בלבד בטרם יצאה הספינה סופית משירות.

Byers has been administratively reassigned to the staff of Commander, Undersea Warfare Development Center, Groton, Connecticut. Capt. Jack Houdeshell, deputy commander at Submarine Squadron 4, has been assigned as commanding officer. Houdeshell previously served as commanding officer of Dallas prior to Byers.

המפקד המודח איש ימייה מינוי טרי בקושי חצי שנה בתפקיד, סגנו הוא טייס מסוקים חסר ניסיון בפיקוד על כלי שיט בסדר גודל שכזה ועל כן מפקדי הצי הזעיקו בחזרה לתפקיד את המפקד הקודם, איש ימייה אף הוא המיועד לקידום לדרגת אדמירל, וזאת עד למינוי מחליף קבוע.

מאיפה אתה יודע שמפקד הנומ"ט הוא זה שיצא אל התקשורת?
מפקד הנומ"ט המודח קפטיין בראט קרוזייר (Brett E. Crozier) אכן הוציא מכתב דאגה לשלומם של אנשיו לפיקוד הצי, איכשהו המכתב הזה מצא את דרכו לתקשורת.
בשום מקום לא נאמר מה מקור ההדלפה וזה יכול לבוא מהרבה גורמים (גם מבראט עצמו).
אכן זה עורר גל תרעומת בציבור בכלל ואצל המקורבים בפרט (בני משפחה ועמיתים של אנשי הצוות), הצי התחיל לחפש פתרונות בידוד לאנשי הספינה בגואם ואז באה תגובתו של מזכיר הצי Thomas Modly שהביע התנגדות להשבתת הספינה והציע להוריד רק את החולים ואת אלה שהיו קרובים אליהם.
גל התרעומת מייד כוון אליו כאל מי שמסכן את חיי אנשי הצוות וזאת על רקע עליית כמות החולים והמתים מהוירוס בכל רחבי ארה"ב ובעולם.

יום לאחר מכן באה ההודעה הנ"ל שהמפקד מודח בגלל ליקוי בשיקול הדעת ובפניה לתקשורת, האמנם?
בין אם זה נכון או לא ההודעה הזו צריכה לבוא מפיקוד הצי ולא מפוליטיקאי.
זה ניראה יותר כמו מלחמת אגו בה פוליטיקאי המשמש כמקשר בין הצי לממשל האמריקאי דוחף את ידיו עמוק אל תוך הצי וכופה עליהם לבצע שינויים פרסונאליים רק כי לא באו לו טוב - זו שערוריה.

מודלי תיבל את החלטתו בהרבה מילים יפות כולל איך הוא יותר מכולם חרד לשלום אנשי הצוות ונתן הוראה לעשות הכל בכדי להגן עליהם (רבים הורדו מהספינה ונישלחו לבידוד).
בין היתר הביא דוגמה אישית שבנו משרת בחיהא"א בד.קוריאה כשגם הוא חשוף לוירוס כמו כל איש צבא אחר.
הוא התכוון ללוטנט זאק מודלי (Zachary Modly) טייס F-16 המוצב בבסיס Osan בד. קוריאה.

בתחילת שנות התשעים החל את דרכו כטייס מסוקים בצי, לאחר כשבע שנים הוסב לטייס קרב על מטוסי הורנט (F/A-18C/D) והחל להתקדם במעלה הדרגות והתפקידים.
הוא שירת על נומ"טים רבים בזירות רבות ואף לקח חלק בפעילויות מבצעיות שונות ברחבי העולם כולל בעיראק ואפגניסטן.
בהמשך פיקד על טייסת VFA-94, בסיום התפקיד נבחר לתוכנית הכשרת מפקדי ספינות/נומ"טים, באפריל 2014 סיים את התוכנית ומונה להיות סגן מפקד (xo) הנומ"ט רונלד רייגן, ביוני 2017 קיבל לראשונה פיקוד על ספינה (USS Blue Ridge) כהכנה לייעוד שלו - פיקוד על נומ"ט.
בסוף 2019 קיבל את הפיקוד על הנומ"ט רוזוולט עד שהודח כאמור אתמול.

המפקד המודח עוזב את הנומ"ט כשכל הצוות מריע לו

זעם או תיסכול?
האירוע הזה תופס כותרות בארה"ב בכל הכיוונים וניראה שזה לא נגמר כאן מכמה סיבות:
- קרוזייר קצין וג'נטלמן זוכה לאהדה רבה בציבור כמי שדאג לאנשים מול לכאורה "אטימות של המערכת" בזמן התפרצות וירוס קטלני עולמי.
- מודלי הוא מינוי פוליטי של טראמפ והמעורבות הכל כך ישירה ובוטה הזו שלו חוזרת כמו בומרנג לטראמפ כחלק ממסע הבחירות של הדמוקרטים (שדורשים וועדת חקירה על כך).
לא בטוח שטראמפ יישאר אדיש לנזק הזה שמודלי עשה ובעיקר כשזה לא מוצדק (אם כן אז העונש רחוק מלהיות מידתי).
- מודלי בעצמו ציין לשבח את קרוזייר והוסיף שהבעיה היא לא בתוכן המכתב אלא בדרך בה הוא נשלח (מייל רגיל למספר נמענים בצי) במקום להשתמש בתקשורת המוצפנת של הספינה, הוא עוד הוסיף שכנראה היתה דליפה של המכתב הזה לתקשורת והם כנראה לעולם לא ידעו מי הדליף.
- הדרך בה כל הסיפור הזה התגלגל בתקשורת, החל מפירסום המכתב, המשיך בתגובה גם כן מאד פומבית של מודלי (דבר נדיר מאד) וכלה בפיטורים פומביים ע"י מודלי בעצמו ולא ע"י אנשי הצי, זה כל כך הזוי שהוא בעצם עשה את מה שקרוזייר נאשם בו - העלאת ענייני צי פנימיים בפומבי בתקשורת.

אגב, פיקוד הצי הגיב לקרוזייר והחל לחפש פיתרון, אבל מודלי לא נתן לאף אחד הזדמנות ומייד התערב בצורה פומבית ופישל בגדול לכן הוא הולך לשלם על הטעות הזו, ג'ו ביידן כבר חגג על זה ואמר בריאיון "המינוי של טראמפ ירה בשליח..." , וכמובן גם צייץ בטוויטר וזכה לאהדה
מאחר ובאירוע הזה היתה התערבות פוליטית אז הפיתרון חייב להיות פוליטי, אם טראמפ רוצה למזער נזקים או לנצל את המצב לטובתו הוא חייב להכריז על קרוזייר כגיבור ופטריוט ולהחזיר אותו לתפקיד או אפילו לקדם אותו לתפקיד בכיר יותר בצי או בפנטגון.

The "1-1-1-1-2" profile would provide for one ship each year in 2017-2020 and two ships in 2021, the end of the current future years defense plan (FYDP). That revised build plan would cover ship orders up to LCS 33. Carter, in the Dec. 14 memo, directs the Navy to reallocate savings from the LCS/FF cuts to buy more F/A-18 and F-35 aircraft, more SM-6 surface-to-air missiles, and support Virginia Payload Module (VPM) development for future Virginia-class submarines. The VPM is an extra hull section that would be built into Block V submarines and mount four large vertical payload tubes. The directive to cut the LCS comes in the face of strenuous Navy objections. The service has argued that building a ship takes much longer than ordering a new aircraft or missile.

But the Navy’s not cutting the fleet by choice—and not everyone is happy with the change. The decision to reduce the Littoral Combat Ship program from 52 ships to 40, while also building them all at one shipyard, reflects an ongoing conflict inside the Pentagon over America’s military strategy.

The USS Zumwalt has yet to officially join the Navy's fleet as one of its most advanced destroyer ships, but it has already helped bring a man to safety.

The advanced guided missile destroyer, which boasts stealth capabilities and will one day help support Special Operations forces, responded on Saturday to a distress call from a fishing boat off the coast of Maine, rescuing a fisherman who was experiencing chest pains.

The stealth destroyer's crew -- a combination of Navy personnel and employees of Bath Iron Works, which is testing the ship -- deployed to the fishing vessel on an inflatable boat to hoist the distressed fisherman aboard the Zumwalt.

U.S. Navy bids farewell to the S-3 Viking

The last two U.S. Navy S-3 Vikings have performed the final Navy flight. After more than 40 years of service the last pair of S-3B Vikings took off for the last time from the runway at Naval Base Ventura County, Point Mugu, California, on Jan. 11. Developed to replace the S-2 Tracker, the “Hoover” (as the S-3 was nicknamed by its aircrews) entered the active service in 1974 and served in a wide variety of roles such as the anti-submarine warfare (ASW), the air-to-air refueling, the electronic intelligence and the carrier onboard delivery (COD).

Officially withdrawn from U.S. Navy front-line service in 2009, two retired Vikings were assigned to Air Test and Evaluation Squadron (VX) 30 to monitor the vast Point Mugu Sea Range. As explained by Capt. John Rousseau, who led the charge to bring the retired aircraft to VX-30, the S-3B was the perfect aircraft to patrol the range: “It’s got legs, it can go fast and long. The radar, even though it’s old, there’s not many better. We still spot schools of dolphins and patches of seaweed.”

WASHINGTON — One of the prime attributes of the DDG 1000 Zumwalt-class destroyers is the design’s 78-megawatt integrated power system, able to switch electrical power between propulsion, sensor and weapon systems. It’s long been touted as the best platform to field new energy-gobbling weapons like rail guns and lasers.

A year ago, however, it appeared the first ship that might carry a rail gun to sea might be a joint high speed vessel (JHSV) fitted with a temporary installation. Briefers at naval exhibitions spoke publicly of the plans, and at least one model of the proposed demonstration was on display.

Plans for the at-sea demonstration remain in place, officials said, but it’s looking more likely that a test using an expeditionary fast transport (EPF) — the new designation for JHSVs — won’t take place at least until 2017, if at all.

בראשית שנות ה-90 עם תום המלחמה הקרה יצאו משירות נושאות המטוסים הישנות ממשפחות פורסטל ואיתם צומצם משמעותית הסד"כ הלוחם והמסגרות המפעילות אותו ובכלל זאת 3 כנפות אוויר סדירות ואחת משתי כנפות האוויר במילואים (שהיו שוות ערך לכנף סדירה). מאז ועד היום נשמרה היציבות של 10 כנפות סדירות (על גבי 11 נומ"טים, זאת על פי חוק) וכנף מילואים אחת (שהוסבה לפני כעשור לכנף תמך). בעקבות הצמצום האדיר שהצי עומד לספוג בשנת התקציב הקרובה הוחלט על סגירת כנף אווירית מס' 14. כנף עתירת הישגים זו השתתפה בכל המלחמות מאז קוריאה ועד אפגניסטן ועירק אבל לא חזרה אל הים מאז הפלגתה האחרונה על סיפון ה "רונלד רייגן" ב 2011 ועל כן ההחלטה לגביה הייתה "קלה" יחסית. אנשיה ומטוסיה ישמשו ברובם לעיבוי יחידות אחרות.

A new project could supercharge cruise missiles with several times more bang, and all without changing the warhead.

The Tomahawk cruise missile, launched from subs, ships, or aircraft, is the tip of the spear against opponents with air defenses. More than a hundred were fired in the opening round against Libya in 2011. While the basic design has been around for decades—they were used as far back as the 1991 Gulf War—the Tomahawk has seen numerous upgrades over the years. This new tweak could improve the Tomahawk's striking power through the power of what you might call extreme mixology. It's all about fuel-air explosions.

Ordinary high explosives such as TNT do not require any oxygen. The big molecule simply breaks apart, releasing energy. By contrast, a fuel-air explosion is a form of combustion in which the fuel combines with oxygen in the air and burns more rapidly. As any gearhead will tell you, the fuel-air mixture is all-important for efficient combustion.

On Jan. 20, 2013, the Seawolf-class attack submarine USS Jimmy Carter left her home port in Bangor, Washington. Less than two months later, the submarine appeared at Pearl Harbor in Hawaii for repairs.

It was all quite mysterious. During her time at sea, we don’t know where Jimmy Carter was or what her crew of nearly 150 were precisely doing. The Seawolf class is one of the most secretive weapons in America’s arsenal, and information about the Navy’s “Silent Service” is difficult to discover … by design.

We know Jimmy Carter was on some kind of mission, which the ship’s official annual history vaguely referred to as Mission 7. “Performed under a wide range of adverse and extremely stressful conditions without external support, this deployment continued USS Jimmy Carter‘s tradition of excellence in pursuit of vital national security goals,” the history stated.

In this vessel’s official chronology, the mission warrants as much mention as a picnic in July and the crew’s Halloween party three months later. But Mission 7 was enough to earn the sailors a Presidential Unit Citation, which rewards “extraordinary heroism in action against an armed enemy,” according to an official Navy description.

Faced with delays in the adoption of the F-35, the U.S. Navy is trying to keep F/A-18 Hornet and Super Hornet fighters flying until replacements arrive. According to Military Times, the service is stretching the lifespan of existing planes, keeping them in the air far longer than originally planned.

The U.S. Navy's F/A-18C Hornets comprise half of the fighter force on a typical Nimitz-class aircraft carrier. These older Hornets, known as "legacy Hornets" to differentiate them from the Super Hornet, were only meant to fly an average 6,000 hours.

Generally speaking, this works out to about 20 years of peacetime flying. The problem? Most of the "legacy Hornets" were bought in the 1980s, making them roughly 30 years old. The period from 1991 to 2015 also have seen a higher operating tempo than expected, with an nearly continuous stream of wars, peacekeeping missions, no-fly zones, and punitive actions requiring air power.

The Navy plans to replace legacy Hornets with the carrier version of the F-35 Joint Strike Fighter—a process that should have started three years ago. The Navy was originally supposed to declare the F-35C ready for combat in 2012.

Unfortunately, the F-35 is running the better part of a decade behind schedule, and Initial Operating Capability, as the combat ready status is known, has been pushed that back to 2018 or even 2019.


2-star: F-35 delays could force further extension of Super Hornets

Joint strike fighter delays may force the carrier Navy to fly F/A-18 Super Hornets even longer into coming decades, a predicament that could reduce training hours and strain airframes.

Plans have been in the works to retire the F/A-18C Hornets in the mid-2020s, followed by the F/A-18E and F Super Hornets around 2035, but the consistently delayed development of the F-35 Lightning II joint strike fighter has compelled the service to push the Hornets past their planned service lives. The dilemma raises the possibility that Super Hornets new to the fleet may still be flying in three decades.

"We might even fly these airplanes close to 2040," air warfare director Rear Adm. Mike Manazir told members of the House Armed Services subcommittee on seapower on Tuesday.

The most expensive acquisition program in Defense Department history is not coming online fast enough to replace the fleet's F/A-18 strike fighters, which have spent more than a decade as warhorses in current conflicts.

"As I think about the continuity of strike fighter inventory management, I have to consider the idea that — just like the F/A-18C, which we had planned to sundown at 6,000 hours and now we're extending to 10,000 hours — that appl[ies] to the Super Hornet," Manazir told Navy Times in a Friday phone interview.

F-35 Shortfall Forces the Navy to Buy More F-18s

Arguing that they face a wide spectrum of threats, the U.S. Navy and Marine Corps will buy nearly as many aircraft as the Air Force in 2017, plus more than half a dozen large combatant ships. The Sea Services are requesting $152.9 billion in funding for the coming year, $7 billion less than they received in 2016.

In a budget presentation uploaded by U.S. Naval Institute News, the service identifies five threats it is working to counter: China, Russia, North Korea, Iran, and the Islamic State. The five compose a broad spectrum of threats, with China and Russia at the high end, North Korea and Iran in the middle representing more limited threats, and at the low end, the slow heartburn of the Islamic State.

The Navy's budget request reflects the spectrum. Nuclear submarines, P-8A Poseidon patrol planes, and the F-35C Joint Strike Fighter are needed to deter or fight the advanced threats. Guided missile destroyers can shooting down North Korean and Iranian ballistic missiles, while amphibious assault ships, helicopters, and drones are useful in chasing down ISIS.

WASHINGTON — The US Navy is absorbing a $7 billion reduction in fiscal 2017 funding – about 3.5 percent over last year’s plan, according to newly released budget documents. The service is reducing the number of ships it’s buying while adding more aircraft, and uniformed personnel also are being cut, up to as many as 6,400 sailors below previous forecasts.

The Navy Department’s top line drops to $152.9 billion in baseline funding against last year’s projection of $159.9 billion. The 3 percent dip below projection is planned to last just this year, rising in 2018 to $159.7 billion. Projected baseline funding drops again to about $158 billion in 2019, to $155.7 billion in 2020 and up to $157.5 billion in 2021.

Overseas contingency operations (OCO) funding remains steady, $9.5 billion in 2017 against $9.4 billion last year, and includes six aircraft – two F/A-18 Super Hornets and four RQ-21 Blackjack drones for the Marines.

The Navy is planning on a uniformed force of 322,900 sailors in 2017, down from 327,300 authorized in 2016 and last year’s forecast of 326,500 for 2017. Personnel levels continue well below previous forecasts through 2021 – 322,200 in 2018, down 6,000 from 328,200; 324,400 in 2019, down 5,400 from 329,800; 323,600 in 2020, down 6,400 from 330,000; and 323,100 in 2021 – the year added to this year’s Future Years Defense Plan (FYDP).

hey Navy does not like drones. That's why they keep terminating them.

Nobody wants to be told that a computer can do their job better than they can, and pilots are not the least egotistical of individuals. Given how many commanders are ex-pilots, it is no surprise that the Navy's new combat drone has been re-assigned to less glamorous duties. This is just the latest case of a drone that presumes to rival human fliers getting the thumbs-down.

UCLASS, the Unmanned Carrier-Launched Airborne Surveillance and Strike system, was supposed to be a stealthy, unmanned warbird which could take on targets too dangerous for manned aircraft. However, during the long years of development–UCLASS was originally supposed to be in service by 2017, it will now be 2023 or so—the strike element was gradually downplayed in favor of "Intelligence, Surveillance, Reconnaissance, and Targeting." Some suggested that the Navy did not want a plane that would compete with the F-35. Now UCLASS has been pushed further down the food chain and will serve as a flying gas station, providing aerial refueling for the manned aircraft doing the real work.

UCLASS's ancestors had an equally rough ride. Few have heard of the Interstate TDR-1, America's first combat drone. It was a largely wooden aircraft with a mediocre cruising speed of a 150 miles per hour, but with a remarkable new camera. Television pioneer Vladimir Zworykin helped shrink the standard three-hundred-pound TV camera into a package no larger than a suitcase and weighing a hundred pounds, including the transmitter. The TDR-1's operator flew in a specially equipped Avenger torpedo bomber, controlling the drone from up to eight miles away.

High-energy laser weapons “are moving forward in marked progress,” the director of the Office of Naval Research told the House Armed Services Emerging Threats and Capabilities subcommittee Wednesday. Rear Adm. Mathias Winter said there is solid cooperation among the services and with the Department of Defense without duplication in work in this arena. But where needed, as in directed-energy underwater, “there are challenges” unique to the Navy that the service is addressing.

In his opening statement, he said it was “essential to tie the technical to tactical to strategic” in naval research. Using high-energy laser weapons as an example, Winter cited the sea service’s drive to increase power from 30 kilowatts to 150 kilowatts in the weapons being developed for the Navy and the Marine Corps.

The Navy’s and the Defense Advanced Research Projects Agency work in unmanned underwater and surface maritime vehicles drew the panel’s attention. DARPA Director Arati Prabhakar said the agency was working on the vehicle that would operate in the ocean “without a single sailor aboard.” Winter said earlier in the hearing the Navy would sail its large-displacement unmanned underwater vehicle from San Diego to San Francisco this year.

כמו קודמו גרינהרט, גם המפקד החדש שלי הצי האמריקני הוא קצין צוללות שמעולם לא פיקד על ספינת שטח או כוח משימה ימי-אווירי (ואולי הדבר אף מרמז לירידת קרנן של נושאות המטוסים היקרות?). נהפוך הוא, את השנים האחרונות טרם מינויו לתפקיד הרם בילה האדמירל ריצ'רדסון דווקא כמנהל מעבדת המחקר להנעה גרעינית, המשותפת לצי ולמשרד האנרגיה האמריקני, קרי הרחק מליבת הפעילות המבצעית. אגב לרצף כזה של שני מפקדים צוללנים כבר היו תקדימים למשל לפני 20 שנה.

Adm. John Richardson, the new top officer of the Navy, talks about the speed of things -- technology, information, foreign competition. “You see these forces acting and really speeding things up,” he said. “It’s this pace of operation that is increasing, and if we don’t pick up our pace we’re never going reach our maximum potential as a navy -- and, even worse than that, we could fall behind our competitors.” Richardson, on his first visit to San Diego since becoming chief of naval operations in September, said this is the new mindset he brings to the job.

The four-star admiral spoke to the San Diego Union-Tribune on Thursday in a wide-ranging interview that touched on the challenge posed by Russia and China, the prospect of women as Navy SEALs and the San Diego riverine boat teams briefly captured by Iran in January. He also talked to sailors about the effort underway to take “man” out of Navy titles such as corpsman and ordnanceman, as a nod to all military jobs opening to women this year.

It’s perhaps not a surprise that the 55-year-old former submarine officer likes technology and information and sounds a bit like a physics professor when throwing around terms like “high-velocity learning.” Richardson was previously director of the Navy’s nuclear reactor programs. He holds a physics degree from the U.S. Naval Academy and a master’s in electrical engineering from the Massachusetts Institute of Technology.

עם יציאתה משימוש של הקורפוס כריסטי ירד סד"כ הצוללות ממשפחת לוס-אנג'לס ל 37 יחידות בלבד, מתוך ה 62 שנבנו במקור. צוללת זו הייתה אחת הותיקות במערך ונכנסה לשימוש לפני 33 שנים בדיוק. אחותה היוסטון יצאה משירות לפני כחודשיים ואף היא הייתה ב 33 שנים. הצי מתכנן להמשיך ולהוציא את צוללות הלוס-אנג'לס משירות, בעיקר את אלו הלא משודרגות ונטולות יכולות שיגור טילי טומהוק, בקצב של אחת מדי מספר חודשים במטרה לחסוך בעלויות השדרוג והתחזוקה האדירות של הצוללות המיושנות, ובמקביל לכניסתן לשימוש של הצוללות החדשות והמתקדמות מדגם וירג'יניה, כמותן נמצאות כבר 12 יחידות בשירות פעיל ומתוכננות עוד רבות.

JOINT BASE PEARL HARBOR-HICKAM, Hawaii - The Los Angeles-class fast-attack submarine USS City of Corpus Christi (SSN 705) returned home Feb. 12, to awaiting friends and family gathered at the Joint Base Pearl Harbor-Hickam submarine piers, following the completion of her final deployment, a five-month cruise in the Indo-Asia-Pacific region. Tracey Cepal, mother of Machinist's Mate 2nd Class Sam Cepal, traveled from Sacramento, California to surprise her son. It was great to hear the ship's whistles blaring when the boat was coming in and see the excited crowd, she said. "It was a lifetime memory."

USS City of Corpus Christi's commanding officer, Cmdr. Travis Petzoldt, of Beaver Falls, New York, said he was exceptionally proud of the tenacity and grit of his crew during the ship's last deployment. "It is not easy keeping a ship as experienced as 'City of' out at sea and on tasking, but they did it," said Petzoldt. "We traveled 30,000 nautical miles, enough to travel around the Earth at the equator and then some."

The United States’ aircraft carriers have always been an almost untouchable deterrent, steel behemoths capable of projecting the full weight of the U.S. military wherever they deploy. Yet while many militaries could never hope to match the U.S. carrier fleet in size and strength, countries such as China, Iran and Russia have spent recent years adjusting their forces and fielding equipment designed to counter one of the United States’ greatest military strengths.

A report published Monday by the Center for a New American Security, a D.C.-based think tank that focuses on national security, claims that the Navy’s carrier operations are at an inflection point. Faced with growing threats abroad, the United States can either “operate its carriers at ever-increasing ranges … or assume high levels of risk in both blood and treasure.”

China’s four Russian-built Sovremenny guided missile destroyers also operate an advanced anti-ship cruise missile – the SS-N-22 Sunburn, alternatively known as the 3M80ME Moskit – with each ship capable of launching eight missiles. Like the YJ-83, the Sunburn employs inertial and active radar guidance. It is designed to evade the United States’ advanced SM-2 missile interceptors as well as the defenses of the Aegis Combat System, reaching speeds of Mach 2.5 and conducting 15G maneuvers. It is additionally capable of striking targets with a 300 kg semiarmor-piercing warhead at a range of 65 to 130 nm (depending on variant).Similarly, China deploys the SS-N-27 Sizzler, or 3M-54 Klub, ASCM aboard eight of the country’s 12 Kilo-class diesel submarines. This system operates in variable flight mode, shifting from subsonic flight in phases one and two to supersonic flight (Mach 2.2) in the terminal phase, which begins 10 to 35 nm from the target. During the terminal phase, the Sizzler additionally operates in sea skimming mode at an altitude of five to 10 meters, following a “zigzag flight path.”This approach both prevents the defender from detecting the missile until it breaks
the defender’s radar horizon and complicates fire control calculations. At such altitudes, detection occurs at a distance of less than 18 nm, leaving the defender less than one minute to respond.While the Sizzler has an overall range of 120 nm, the B variant eliminates the terminal phase sprint vehicle to achieve an extended range of over 160 nm. Both variants are thus capable of operating throughout China’s EEZ. Finally, China could deploy its fleet of over 100 Israeli-built Harpy UAVs in the event of a conflict within its EEZ. These systems, which have a range of approximately 215 nm, essentially function as loitering anti-radiation missiles equipped with a 32 kg explosive warhead. While a single munition of this size could disable a ship’s radar, it would be highly unlikely to achieve a mission kill. It is possible that China could, however, swarm its Harpys in a saturation attack against the carrier. An attack of this nature could overwhelm U.S. defenses and ultimately result in the neutralization or loss of the carrier.

CAPITOL HILL: House defense Republicans really do seem worried that US weapons are so old, new gear so rare and training dollars so short that US troops may soon begin paying the ultimate price for the military’s creaky state after 15 years of war. As with every problem, you need an easily understandable and shocking example of just how bad things are to jumpstart jaundiced and overworked lawmakers.

So, when House Armed Services Committee Chairman Mac Thornberry went to Marine Corps Air Station Beaufort and heard this story, it became part of yesterday’s hearing with Defense Secretary Ash Carter and Chairman of the Joint Chiefs Gen. Joe Dunford.

The only mention at the hearing was about aircraft parts being scrounged from a museum. I asked around today and it turns out an F/A-18 based at Marine Corps Air Station Beaufort that flew in the raid against Libya in 1986 needed a part. The part is no longer made and there were none on hand. Crew and pilots checked the F-18s on display at Beaufort to see if they might find a part. No luck. A lieutenant colonel visiting the USS Yorktown aircraft carrier about two hours away in Charleston, South Carolina. saw an F/A-18 of the same model, a HASC staff member told me today. They scrounged the part from what would appear to be the A D model on the carrier’s deck. (It’s the only F-18 at the Yorktown. And yes, that is a little kid climbing up on Open Cockpit Day!) They got the part, but sadly, it didn’t work.

Pull on a combat helmet and flip down a set of specially designed goggles. Suddenly, tanks appear in the distance on the green field in front of you, or helicopters appear out of nowhere to churn through the air. If you look through a pair of binoculars, the images are magnified, just as they would be if the vehicles and aircraft were real and not projections in a viewfinder. The whir of the rotor blades is authentic. And with a press of a controller, you can even overlay grid lines onto the ground beneath your feet to aid with calling in fire support.
It sounds futuristic, but it's technology that could be training Marines in schoolhouses across the Corps in the very near future.
Called Augmented Immersive Team Training, the system is designed to get Marines out of physically limited trainers and simulator facilities by projecting realistic training scenarios into their field of vision, wherever they are.

MANAMA, Bahrain — The US Navy's latest patrol boat, the Mark VI, has made its operational debut in the Arabian Gulf this month.

The patrol boat was designed and built by American boat manufacturer Safe Boats International to serve as the next-generation patrol boats for the US Navy. Mark VI arrived at the 5th Fleet base of operations in Bahrain in March, according to the ship's program manager, US Navy Lt. David Weinreb.

The fleet of 85-foot patrol boats is cued to replace the aging patrol boat fleet of Naval Expeditionary Combat Command (NECC) and will support the Coastal Riverine Force (CRF).

Currently there are four Mark VI patrol boats in the US Navy, Weinreb said, with two assigned to the 5th Fleet with a third due to be delivered.

One more Mark VI is planned to be sent out to the 5th Fleet, he said, adding that three of the four existing boats are allocated for the Gulf.

"The Mark VI patrol craft can go up to speeds in excess of 35 knots and has a robust communications system, nine weapons platforms, including three remotely operated systems that are two .50-caliber machine guns up top, and a 25mm cannon up front," Weinreb said at a preview of the boat at the 5th Fleet base in Bahrain.

Although highly praised, the boats are facing minor teething problems.
