There are two main problems with creating a force of heavy rockets.
1. There is no money! Creating that force, effectively a new artillery core is very expensive.
You need people, budget for (among others) training, maitainance, real estate and contractors to build facilities.
All this for what threat? there is no realistic threat right now and the coming years (5-10) to justify this.
2. No versatility -
The air force will fight any platform that can not be used for 3 separate goals at least, the cost will take money from other systems.
Unless you can sell heavy artillery as magic that can do what no other air force system can do. And it will have to be under complete air force control, no sharing.
The artillery people will dislike it as well for much the same reasons. heavy rockets can not be used for smoke or harassment.
Sure they are desperate for anything to replace the old cans, but the rockets can not replace what the cans can do.
Artillery core would demand sharing since it does not have the budget or political power to get the budget.
