סוכנות הביטחון האירופית (EDA) מאמצת את התוכנית הגרמנית-צרפתית לפיתוח מסוק תובלה כבד
העלות של הפרויקט מוערכת ב 3 מיליארד אירו לפיתוח מסוק תובלה כבד ששוקל 32-35 טון ובעל יכולת לשאת משקל של 13 טון או 70 חיילים, הייתה גם הצעה לשתף פעולה עם הרוסים בכדי לרכוש מסוקים מסוג MI-26T עבור הצבא הגרמני והצרפתי, אבל כנראה שבסופו של דבר הוחלט לפתח מסוק תובלה שהוצע על ידי חברת Eurocopter , כיום הצבא הגרמני מפעיל 80 מטוסי CH-53 (יסעור) ויש תוכנית שידרוג עבור אותם מסוקים בסכום של יותר מחצי מיליארד אירו, וגם 122 מסוקים מסוג NH-90 שהוזמנו על ידי משרד הביטחון הגרמני.
EU Committee Chair Backs Franco-German Helo Plan
BRUSSELS - Gen. Henri Bentegeat, the Chairman of the EU's Military Committee, backed the idea of a proposed Franco-German Heavy Transport Helicopter project here March 10.
Bentegeat said that programs for developing heavy helicopters that can lift a significant load of freight of the order of tens of tons or a number of troops equivalent to two combat sections was essential. It was in this context that he hoped the Franco-German helicopter project [he referred to rough figures as follows: capacity to lift 13 tons or 70 men and a range of 1,000kms] would come into being and be shared by other EU member states.
Bentegeat's comments came at the European Defence Agency's annual conference entitled "Helicopters - Key To Mobility," which was all about how to plug shortfalls in the provision of helicopters for EU, NATO, U.N. or other missions abroad.
Alexander Weis, the European Defence Agency's chief executive, said he hoped to convince France and Germany to bring their project to the EDA and noted that the aim was to have initial operating capacity by 2018. Working on the basis of the Franco-British helicopter upgrade and crew training trust fund, Weis said that there was a short-term plan to launch a helicopter tactics training program in 2010 and a medium-term plan to look into upgrades for member states with the same helicopters. There is a huge potential for upgrades, especially in the MI17 family of helicopters, he said.
Weis also pointed out that EU member states have over 1,700 helicopters in their inventories but that only 6-7 percent of those were deployed in European Security and Defence Policy or NATO missions. He stressed the need for more coherence, coordination and cooperation to solve the problem of shortages of helicopters for missions abroad. Speed and force protection are key to success in today's military operations and helicopters are king in these areas, he said.
The EDA's chief executive added that the EDA had been tasked with stepping up dialogue with the new U.S. administration to create collaborative opportunities in this area.
