Russia’s United Shipbuilding Corporation (USC) is expected to sign a contract with the Kremlin to build a massive new warship called Project 23560 Lider (or Leader in English) after the design is finalized later this year.

"At present, Preliminary Design 23560 Leader is under consideration at the Ministry of Defense,” Igor Ponomarev, USC vice president for military shipbuilding told state-owned RIA Novosti. “After a positive decision, we expect to sign a contract to develop and design the ship under terms defined by the Ministry of Defense.”

The new warship is classified as a destroyer but will displace 17,500 metric tons, with a length of 200m (656.2ft) and a beam of 20m (65.6ft)—making it larger than most World War II-era heavy cruisers. Indeed, the Leader-class—which is expected to be armed with no fewer than 200 missiles—will be the second largest modern surface combatants built after the four massive 28,000-ton nuclear-powered Project 1144 Orlan battle-cruisers (better known as the Kirov-class).

The new warship is being designed with anti-aircraft, anti-ballistic missile, anti-surface and anti-submarine capability. It is also likely to have a significant land-attack capability using long-range cruise missiles such as the Kalibr-NK. From what little is known about the Leader-class, the vessels are expected to be equipped with 60 anti-ship cruise missiles, 128 anti-aircraft guided missiles and 16 anti-ship guided missiles. There are no details available about the exact mix of missiles that are expected to be carried onboard, but the air defense systems are likely to be based on either the S-400 or S-500 while some of the anti-ship weapons are likely to be variants of the Zircon hypersonic missile

After its near collapse in the 1990s following the Soviet Union's demise, the Russian navy is now on a path towards recovery.

While the Russian navy is between one-sixth to one-quarter of the size of the once-mighty Soviet fleet, Moscow has used the lean years immediately following the Cold War to focus on quality over quantity, according to a new report from the U.S Navy’s Office of Naval Intelligence (ONI). But the Russian navy urgently needs to build more ships or risk essentially “disappearing” in the 2020s.

“In the next 10–15 years, the Russian Navy will continue its historic transition to a new 21st-century navy. A modest number of new class ships and submarines will enter the Navy by the turn of the decade,” reads the ONI report. “Continuing series construction and the start of several more sophisticated and complex new classes are projected for the next decade. The new construction will be accompanied by the maintenance and extension in service of the most capable Soviet legacy units,” the analysis adds.

But while the Russian navy will continue to field ever more capable ships, submarines, aircraft and weapons, it needs to increase its build rate. It is "imperative" for the Russian navy to address this problem, the report notes, "in order to avoid disappearing in the 2020 timeframe.” Moscow's plans to avoid this fate, again, call for quality over quantity: “The future 21st-century Russian Navy is projected to be more capable on a unit-by-unit basis than at present but not significantly larger in overall order of battle numbers,” the ONI report assesses.

Russia's New Supercarrier isn't being built to Engage in Muscle-Flexing With US

Several outlets have reported on Moscow's plans to build Project 23000E Shtorm, 'the world's largest (prospective) aircraft carrier' which, according to The Independent, will "compete with the US." But as military analyst Oleg Ponomarhenko pointed out, the Shtorm's certainly not going to be built merely to engage in muscle-flexing with the US.

Earlier this month, Russia Beyond The Headlines-“RBTH” published an analysis on Russia's prospective new Supercarrier, Shtorm-class. A Russian defense industry source told RBTH that Russia needs a new carrier in light of the limited capabilities of Russia's existing carrier – the Admiral Kuznetsov, particularly compared with US carriers. Another source emphasized that the new carrier would help Russia defend its geopolitical interests.

Estimates on the prospective vessel's costs vary drastically, ranging from $6.15 to $17.5 billion. The Supercarrier, expected to be launched anywhere between 2025-2030, will be nuclear powered, have a 100,000 ton displacement, a 4,000-man crew, and modern launch systems for its 90 carrier-based fighters. It is also expected to be equipped with the latest defense systems, including the S-500 air defense platform.

Russian experts made sure to tell RBTH that Russia has no intention of competing with the US for global naval supremacy, adding that one to two Shtorm-class carriers may end up getting built, a far cry from the US Navy's 19.

Nevertheless, English-language media, particularly the UK's The Independent and The Daily Mail, attempted to shift the tone of RBTH's analysis, titling their pieces "Russia building 'world's biggest aircraft carrier' to compete with US," and "Russia plans to build the 'world's largest aircraft carrier'…to take on the US," respectively. The Independent pointed out that the Russian vessel's specifications look mighty similar to those of the US's Nimitz-class, and joked that the new Russian carrier may be so largest that it will need its own zip code.

Asked to comment, Oleg Ponomarenko, an expert at the Moscow-based Center for Strategic Studies, told Radio Sputnik that Russia has no intention of competing with the US, and will use the new carrier, if it is built, only to defend Russia's interests.

"To say that we're going to 'compete' with the Americans is incorrect," the analyst stressed. "If it is judged that we need one or two such ships, they will be built regardless of whether or not we want to challenge the Americans."

Furthermore, it would be difficult to even imagine Russia needing a fleet of carriers as large as that of the US, given that Moscow has not voiced any ambitions to project power all across the globe since the collapse of the Soviet Union.

As far the suggestion that the Shtorm project looks similar to the Nimitz-class, Ponomarenko stressed that this has to do with modern engineering design decisions, not any attempt to 'copy' the US. "Look, this is a floating airfield of a certain size [designed for] an air group of certain size. It does look similar to the American concept. What is there to be ashamed of in this, if it is rational?"

In any case, the expert admitted that the new carrier really would dramatically expand Russia's power projection capabilities. "For example, we can use the aircraft carrier in a situation where the airbase at Hmeymim becomes inaccessible. In such a case a large aircraft carrier would simply be a must. MOSCOW (Sputnik) — Admiral Nakhimov is currently being refitted at the Sevmash shipbuilding company in the city of Severodvinsk, with the works planned to finish in 2018. Earlier, the Russian Navy said the battle cruiser would join the Northern Fleet by 2020.

"The United Instrument Manufacturing Corporation is creating a new management information system for the Project 1144 Orlan heavy nuclear-powered guided missile cruiser Admiral Nakhimov as part of the works on refitting and upgrading the military ship," Khozin told RIA Novosti.

The new system is set to increase the comfort of the crew's work, boost the speed of decision-making and information transfers as well as improve the management efficiency of the ship, he added, noting that the vessel is currently fitted with a reference system that possesses a limited number of parameters.

"It is assumed that we will significantly increase its capabilities. A substantial administrative network is being created, which includes internal communications, databases, video broadcasting and an intelligent decision-making support system," Khozin said.

The Admiral Nakhimov, formerly named the Kalinin, is the third of the four Kirov-class heavy guided missile cruisers that was in service with the Soviet and subsequently the Russian Navy from 1980 to 1998. The vessel is capable of providing air defense and anti-submarine defense. It has a displacement of 25,800 tonnes and a crew of 759, including 120 officers.

Russia is currently implementing a large-scale rearmament program, announced in 2010, to modernize 70 percent of its military hardware by 2020.

The new aircraft carrier will be built for the Russian Navy, said Nikolai Maksimov, head of the Institute of Shipbuilding and Armament of the Military Training and Research Center of the Navy of the Russian Defense Ministry. Its reported by Interfax.

"The aircraft-building complex is planned to be built, which will include the aircraft carrier itself, the air wing and the location system," he said on the Zvezda TV channel.


A new aircraft carrier will combine the ski-jump ramp for take-off and accelerating device, said channel head of Department of forward planning of ships of the military educational and scientific center of the Navy of Ministry of defense of the Russian Federation Vladimir Pepelyaev. “If you combine the ski-jump ramp and accelerating device, then we will increase opportunities off weight of the aircraft,” he said.


According to him, on Board the aircraft carrier will be based on the Su-57 fifth-generation fighter, in the case if the decision on the establishment of its marine version. "Su-57 will be adopted for the deck, if it is decided," said Pepelyaev.


"The Navy will build an aircraft carrier," Bursuk told reporters at the International Maritime Defense Show in St. Petersburg.


He said the Krylov State Research Center had submitted a carrier mock-up and added that additional designs are being looked at.


The work to modernize Admiral Kuznetsov, the Russian Navy’s only aircraft carrier, will begin in 2018, ice-Adm. Viktor Bursuk, deputy navy commander in charge of procurement, said Wednesday.


"Next year, in 2018, we shall begin the modernization of the Admiral Kuznetsov aircraft carrier," Bursuk said at an international navy show in St Petersburg.


In October 2016, a Russian naval group, headed by the Admiral Kuznetsov which also included the Pyotr Veliky battle cruiser and, the Severomorsk and Vice-Admiral Kulakov anti-submarine destroyers, the Admiral Grigorovich frigate, and support vessels, deployed for three months to the Mediterranean Sea to support Russian combat operations in Syria.

The Husky Class Submarine

The construction will start in 2023 and the first sub will be delivered by the end of 2027.
The Husky will feature a two-hull design traditional for the Russian Navy and displace 12,000 tonnes. The submarine will be furnished with the most advanced combat information and control system, sonar and a system of integration into the unified information space of the Russian Armed Forces.

The Husky will be a cheaper alternative to the top-end Yasen Class. If the Yasen can be likened to the US Navy’s Seawolf Class, then the Husky will be the Virginia Class.

Russia is currently building a series of Project 885 Yasen-class fourth-generation multipurpose submarines. Seven Yasen submarines are planned by 2023. Only one Yasen sub, the K-560 Severodvinsk, has been commissioned. A second was launched in 2017.

The Husky class has an x-shaped rudder arrangement instead of the Alfa’s cross-shaped arrangement and deletes the spherical sonar array and towed arrays, substituting them with chin-mounted and flank arrays.

The Buyan class, Russian designations Project 21630 Buyan and Project 21631 Buyan-M, are series of corvettes (small artillery and missile ships in Russian classification) developed by Zelenodolsk Design Bureau for the Russian Navy.

The 900-ton class Project 21631 Buyan-M is a stretched version of the 500-ton Buyan class gunboat. The Buyan-M features a larger and more sophisticated weapons payload including state-of-the-art missile systems. The 74-meter long ship is intended to perform anti-surface warfare (ASuW) combat missions with secondary air defense capability thanks to four Igla-1M surface-to-air missiles (SAM).

The Buyan-M weapon system consists of a single A-190 100mm cannon, two AK-630M anti-aircraft guns, eight Club-S Kalibr anti-ship missiles, and four Igla-1M SAMs mounted on a 3M47 Gibka launcher. Besides, these vessels are equipped with a variety of 14.5mm and 7.62mm machine guns.
