India Eyes Israeli Missile Systems

NEW DELHI — India hopes to buy Israel’s David’s Sling and Iron Dome missile defense systems. David’s Sling, a joint effort between Rafael and Raytheon, is a medium-range hit-to-kill interceptor missile; the Iron Dome is a short range air defense system by Rafael. Indian Defense Ministry sources said officials with the Indian and Israeli governments, and with Rafael, have been talking about potential deals for more than six months. Ministry sources said the Israelis are open to the idea of sales, but they have declined to part with technology in any deal.
The sources noted that India is working on its own medium-range defensive weapon, the Prithivi Air Defense system. The PAD is designed to detect incoming missiles between 50 and 80 kilometers away, but cannot hit cruise missiles at treetop height. That might be the reason behind Indian interest in David’s Sling, they said. The PAD is based on a modified Israeli Green Pine Radar used in the Arrow anti-missile missile system. India has contracted for delivery of an unspecified number of Green Pine units after receiving permission from Washington, which exercises control over some of the radar’s technology.
New Delhi is now seeking similar permissions for David’s Sling. A senior Indian Army official said acquiring David’s Sling and Iron Dome would give India a qualitative jump in air defense systems. While avoiding direct criticism of India’s PAD, he said the Israeli weapons were advanced, reliable and could protect urban and vital installations from rockets and missiles. A Defense Ministry official said India’s aging Russian air defense systems and the homemade PAD cannot be the only defense against a missile attack from Pakistan or China, adding, to get David’s Sling and Iron Dome would be a “delight.” India and Israel have joint development deals for air defense systems, such as the 2009 agreement to link India’s Defense Research and Development Organization with Israel Aerospace Industries and Rafael. The projected $2.2 billion project is to develop a medium range surface-to-air missile.
