There's also an additional possibilty that you might want to explore, which relates directly to Windows Vista and Windows 7:
They've added a "feature" that determines the network type (Home, Work, Public) - by simply asking you. Before you give any answer, the behavior is "unknown", and can even not work at all (had I written this software, I would automatically enable least access mode, i.e. public, and let the user lower security at his leisure...).
Sometimes (or shall, I say, MOST OF THE TIMES!!!) the window with "Choose the network type" opens in the background for some reason, and is thus unnoticed. You should look for it. If it got closed already, there should be a way to set this later at the Network Center, but honestly I don't remember the steps. I avoid Vista/7 like the plague for these annoying reasons exactly...

P.S. Just to verify that it's not Firewall on the default gateway and DNS only, you could also attempt the following command under a CMD window:
tracert -d 82.80.248.160
... and see if any hop on the list is not 3 stars ( * * * )
(not that if you get the stars it proves anything; traceroute traffic may be filtered too. The opposite [seeing routers and the roundtrip time to them], does...)
