The State of Israel maintains a developed and well-prepared military
force capable of operating in the conditions of a wide range of threats. A very important element of Israel's defense system, in addition to conventional units belonging to various types of armed forces, are special forces, which are part of the deterrent system, but also responsible for the fight against terrorism. Their task is to support the deterrence system against state and non-state actors, as well as to combat terrorism. Dr. Marek Gryga, former Head of Training of the AGAT Military Unit, writes about Israel's special forces.
The publication is an excerpt from the book "Polish Special Forces in the Contemporary World. A study of challenges and threats ”, published by Defence24 publishing house and available at Defence24.pl.
The place and role of the Israeli special forces results from the IDF Defense Strategy [1], which determines the directions of transformations and activities of the Israeli Armed Forces. In the document published on August 13, 2015 in Chapter I, attention was drawn to the changes that took place in the environment of this country, i.e. reducing the risk of a confrontation with the regular armed forces of neighboring countries (except Lebanon) with a simultaneous increase in asymmetric threats from terrorist organizations and the ones supporting them Iran.
The military aspect of the national security doctrine - deterrence, early warning, defense and prevention is included in the following principles:
relying on a defense security strategy based on securing Israel's existence, creating effective deterrence, neutralizing threats as needed, and avoiding confrontation;
the concept of offensive military actions based on the assumption that the opponent cannot be defeated by a defensive attitude. Hence, it is necessary to adopt an offensive attitude to achieve clearly defined effects of military operations. The use of force will be used to achieve political goals, however, with respect for international law (including in particular the rules of warfare) and the protection of the legitimacy of the State of Israel;
strategic cooperation by strengthening relations with the US and developing strategic ties with other key countries;
enhancing Israel's regional status by enhancing peace efforts and maximizing the potential for cooperation with moderate forces in the region;
maintaining a relative advantage based on the quality of people, advanced technological capabilities (in the field of weapon systems) and various types of intelligence activities.
The IDF's primary purpose [2] is to defend the integrity of the State of Israel, ensure the security of its inhabitants, and enable the political class to implement the national security policy and vital national national interests. In the military sphere, these goals will be achieved through the IDF's ability to deal with threats, deter potential enemies of the state, prevent and reduce threats, and defend the state's territory (both strategically and in the context of the civilian population). What is significant among the principles of using IDF forces described in Chapter III of the strategy, attention is paid to actions aimed at weakening the opponent's forces and damaging his abilities as one of the methods of preventing confrontation and deterring.
This means taking pre-emptive, offensive actions even before the crisis (which is significant in the document there is no question of "peace" but "the current state of functioning" referred to as "routine"), to prevent enemies from reaching the potential that would allow them to challenge Israel through military action . It is intended to be achieved by taking both overt actions (which is to increase deterrence) as well as covert and covert actions. In turn, in the event of a crisis or war, it is planned to perform a quick maneuver of troops and precise strikes that would force the opponent to give up military operations. During both the crisis and the war, the IDF's offensive operations include special operations / actions as those undertaken within the enemy's group in order to defeat it (apart from a military maneuver, fire interaction with the use of a wide range of systems, activities in cyberspace) [3].
In connection with the above, it is planned to develop the capabilities of special forces in conducting special operations in a large-scale enemy group by:
planning and conducting special operations activities in theaters of military operations and in areas of operations;
conducting previously unplanned special operations;
building a "bank" of pre-planned special operations;
standardization of special equipment, armaments and the doctrine of operations (common terminology) between special units in order to support the implementation of special operations conducted with the use of large special forces [4].
